Article 2 The development, utilization, protection and management of water resources within the administrative area of ??this city shall comply with these Measures. Article 3 The development and utilization of water resources shall adhere to the principle of above ground first and then underground, make full use of surface water and rationally utilize underground water. Article 4: Implement planned water use, scientific water use, and water conservation, and encourage and support the research, development, promotion, and application of new water-saving technologies, new processes, new equipment, and new materials. Article 5: The development, utilization and protection of water resources shall implement a system that combines unified management and hierarchical management. The development of groundwater and important water source areas are centrally managed by the city. Article 6 The water administrative departments of the municipal, district and county people's governments are responsible for the management of water resources within their respective administrative regions. Article 7 All units and individuals within the administrative area of ??this city have the obligation to protect water resources, and have the right to report, expose and accuse behaviors that waste or destroy water resources.
Units and individuals with outstanding achievements in the development, utilization, protection and management of water resources will be commended and rewarded by the municipal, district and county people's governments. Chapter 2 Development and Utilization of Water Resources Article 8 Comprehensive scientific investigation and investigation and evaluation must be conducted to develop and utilize water resources. Comprehensive scientific investigation, investigation and evaluation of water resources are carried out by the water administrative department in conjunction with relevant departments. Article 9 The development and utilization of water resources shall be planned uniformly according to river basins or regions. Planning is divided into comprehensive planning and professional planning. Professional planning should comply with comprehensive planning, and comprehensive planning should be coordinated with land planning and incorporated into the national economic and social development mid- and long-term plans of the government at the same level. Article 10 People's governments at all levels shall, in accordance with water resources development and utilization plans and water conservancy industry policies, rationally arrange investments and organize the construction of various water projects. Article 11 The construction of water intake projects must be submitted to the water administrative department for review and approval in accordance with the jurisdiction and must accept the supervision of the water administrative department.
The jurisdiction and approval authority are:
(1) Construction of water abstraction projects with a daily abstraction of less than 20,000 cubic meters of groundwater shall be subject to the approval of the municipal water administrative department; construction of projects with a daily abstraction of groundwater of less than 20,000 cubic meters Water abstraction projects of more than 1 meter shall be submitted to the provincial water administrative department for approval by the municipal water administrative department; water abstraction for household use, drinking water for livestock and small amounts of water for agricultural irrigation do not require approval for the time being.
(2) The construction of water abstraction projects with a daily surface water abstraction of 20,000 cubic meters to 40,000 cubic meters shall be subject to the approval of the municipal water administrative department; the construction of water abstraction projects with a daily surface water abstraction of more than 40,000 cubic meters and large and medium-sized construction Projects and large-scale irrigation district water intake projects shall be submitted to the provincial water administration department for approval by the municipal water administration department.
(3) The construction of water abstraction projects with a daily surface water abstraction of less than 20,000 cubic meters shall be subject to the approval of the district and county water administrative departments. Chapter 3 Water Resources Protection Article 12 The municipal water administrative department shall establish and improve a network of water quantity and water quality monitoring stations and be responsible for the prediction and forecasting of water quantity and water quality. Regular monitoring of rivers, lakes, reservoirs, urban and rural water supply sources and enterprise-provided water sources shall be carried out. If the water quality deteriorates significantly, the reasons shall be identified and relevant units shall be instructed to take corresponding control measures.
Implement a measurement certification system for units responsible for water quality monitoring and evaluation. Article 13 Units and individuals that exploit groundwater shall establish technical files for groundwater monitoring and provide information to the municipal water administrative department and relevant departments in accordance with regulations.
If the mining of mineral deposits or the construction of underground projects leads to a drop in water levels, depletion of water sources or ground subsidence due to drainage, causing losses to the lives and production of other units, units or individuals, remedial measures must be taken to compensate for the losses.
For areas where groundwater is overexploited, the water administrative department shall organize water intake units and water conservancy project management units to use surface water that meets national standards for recharge and source replenishment. Article 14 When drilling wells to draw water, measures should be taken according to local conditions, priority should be given to exploiting shallow water, and strict control of deep water.
The following aquifers are controlled mining layers with strictly limited water intake:
(1) The confined freshwater aquifer below 150 meters above the ground in Gaoqing County;
( 2) The pressurized freshwater (low fluorine) aquifer below 150 meters above the ground in Huantai County;
(3) The Quaternary phreatic aquifer in Zhoucun urban area;
(4) Zhang Confined freshwater (low fluorine) aquifer below 150 meters in the north of the store area;
(5) Erdiekuishan sandstone fissure aquifer along the Xiaofu River. Article 15 The following water resources areas are prohibited areas for increased extraction of groundwater:
(1) Dawu water source area (including Xindian, Nanqiu, Dawu, and Dongfeng water source areas);
(2) Hutian water source;
(3) Sibaoshan water source;
(4) Shentou water source;
(5) Qiugu water source ;
(6) Liangzhuang water source;
(7) Fengshui water source;
(8) Cicun water source;
(9) Yanggu water source;
(10) Other water sources where the Municipal People’s Government has explicitly prohibited additional water sources.
No new wells shall be drilled in areas where additional mining is prohibited. If the original well needs to be updated for some reason, it must be inspected and determined by the municipal water administrative department before the well can be updated, but the water intake must not be increased. Before opening a new well, close the old well. Article 16 When drilling wells to draw water in layers, permanent layered water sealing must be done to prevent cross-layer pollution. If the layered water-stopping effect is poor and causes cross-layer pollution, the person who dug the well to draw water will be responsible for repairing it. It can only be put into use after passing the inspection by the municipal water administrative department. If the inspection fails, the person who dug the well to draw water will continue to repair it. If it cannot be repaired, the person who dug the well to draw water will be responsible for sealing the entire well. If the person who sinks a well to draw water fails to perform the sealing responsibility, the water administrative department shall forcibly seal the well, and the cost shall be borne by the person who sinks the well to draw water.
If a hydrogeological exploration borehole must be reserved for observation, it shall be water-stopped in layers; if it is used as a water intake well, it shall comply with the provisions of the preceding paragraph. The remaining boreholes must be plugged after exploration is completed.
The municipal water administration department will conduct a comprehensive investigation in conjunction with relevant units to conduct a comprehensive investigation of the serially polluted wells left over from history. If the responsible person is not clear, the municipal water administrative department shall formulate a plan and organize blockade in phases and batches.
Before all types of mines stop mining and close pits, the gray water inrush points in the tunnels should be blocked, and the pits can only be closed after passing the inspection by the municipal water administrative department in conjunction with relevant units. When the mine is closed, the units and villages responsible for water supply by the mine during the mining period must be dealt with in the aftermath, and only those units and villages that are inspected and accepted by the water administrative department and have no obvious water problems left behind can be evacuated.
