At the end of 2002, Xuzhou Binhu Garden Real Estate Development Co., Ltd. successfully obtained the land use right of Binhu Garden at a price of 343 million yuan, which also created a historical record of "sky-high price" of the total land transfer price and unit price per mu in Xuzhou at that time.
After entering and obtaining the right to use the land, faced with such a land with excellent natural environment and surrounded by lakes on three sides, the company, after careful research, decided to build a lakeside garden residential district with a high starting point and high standards, and decided to declare the national demonstration project of housing. At the end of 2003, the expert group of the Ministry of Construction reviewed the planning and design scheme of Binhu Garden and passed the preliminary examination of the national demonstration project of comfortable housing.

The whole lakeside garden project, with small high-rise and high-rise, is developed and constructed in three phases, namely, phase I/KOOC-0/0/023 households, phase II/KOOC-0/8 households/KOOC-0/293 households, and phase III, 7 buildings/KOOC-0/400 households.
At the beginning of 2004, the first phase of Binhu Garden started construction. In July of that year, the first phase of Binhu Garden 10 building 1023 households were fully opened for sale. More than 400 sets were sold in the first month, with a sales rate of nearly 40% and sales of nearly 90% at the end of the year. From June, 5438 to February, 2005, Binhu Garden Phase I 1023 households built their houses in advance according to the contract, creating the largest number of one-time houses in Xuzhou history and two firsts in building houses in advance. At present, nearly 200 owners have officially moved into the lakeside garden, and more than 600 households are being renovated. It is estimated that 80% of the owners will move into Binhu Garden by the end of the year.
In March 2005, the second phase of Binhu Garden started construction and went on sale in June. At present, the second phase is selling nearly 1.200 sets, and the sales rate is over 90%. The construction of the project progressed smoothly, and the main body was fully capped at the end of 2005. At present, the construction of individual projects has basically ended, and outdoor roads and greening construction are under way. It is expected that the second phase will be built in advance before and after the Spring Festival.
