Shaoyang, formerly known as Baoqing, is a prefecture-level city under the jurisdiction of Hunan Province, located in the southwest of central Hunan and the upper reaches of Zijiang River. This mountain is from east to south, and Xuefeng Mountain stands in the west and north. Zijiang runs through the whole territory from southwest to northeast, with a hilly basin in the middle, Hengyang in the east, Yongzhou and Guilin in the south, Huaihua in the west and Loudi in the north, with a total area of 20,824 square kilometers.

In Qing Dynasty, Baoqing Fucheng was surrounded by Zijiang River and Shaoshui River, and there were many forts around the city wall.
