Based on the comprehensive study of eco-environmental quality evaluation and eco-planning at home and abroad, this paper further clarifies the related concepts, summarizes and evaluates the common methods of eco-environmental quality evaluation and eco-planning, and deeply analyzes, investigates and studies the eco-environment in Linzhi area, especially its characteristics, and puts forward a reasonable eco-environmental quality evaluation index system, which consists of 22 specific indicators in 4 subsystems. Relevant index data of 1998-2007 ~ 10 were collected, and the eco-environmental quality of Linzhi area and its seven counties in 2007 was evaluated by fuzzy mathematics and analytic hierarchy process, and the eco-environmental quality of 10 was evaluated and analyzed by principal component analysis and analytic hierarchy process. Then, according to the ecological theory and the requirements of sustainable development, the ecological planning of Linzhi area is carried out, focusing on ecological function zoning, ecological industry (ecological energy industry, ecological agriculture and animal husbandry, ecological tourism, ecological Tibetan medicine) planning, ecological civilization construction planning, key ecological construction projects and safeguard measures, and benefit analysis of ecological planning implementation.
The results of eco-environmental quality evaluation in Linzhi area show that the comprehensive evaluation of eco-environmental quality in 2007 is medium; 1998 to 2007, while the economic and social development in this area has made remarkable achievements, the natural ecology has been gradually improved, especially since 2004, the economic, social and ecological construction has developed synchronously, harmoniously and rapidly. The formulation and implementation of ecological planning will help Linzhi area meet the needs of economic and social development of people of all ethnic groups, and at the same time keep the snowy plateau clear and blue forever.
