Legend has it that as early as the beginning of19th century, during Jiaqing period of Qing Dynasty. At that time, in order to evacuate the flag-bearers, the Qing government decided to inject capital by stages and move to Lalincang in northern Xinjiang to open up wasteland for farming and grazing. And allow them to freely recruit people (Han people) to train for them.

Yongzheng three years (1725) was the site of the yamen, the deputy commander-in-chief of Allah Chookiat Sakveerakul. In the 19th year of Jiaqing in Qing Dynasty (18 14), two castles were set up to command the yamen, which was the beginning of the governance of the two cities. In the 11th year of Daoguang (183 1), Tiandexing Shaoguo opened in the south of Xidajie Road, with more than 30 employees and an annual output of sorghum liquor 1 10,000 Jin.
In the first year of Xianfeng (185 1), he served as the leader of the Association and set up a deputy general manager. In the eighth year of Guangxu (1882), the Shuangcheng City Hall was set up, with directors to help the people pass the judgment, and also to take charge of Lalin, with the flag (full) and the people (Han) divided. Guangxu thirty-three years (1907), under the jurisdiction of binjiang road, Jilin Province. Xuantongyuannian (1909) had a twin-city government.
