UEFA has made some adjustments in the regulations of the 2008 European Championship: Paragraph 7 of Article 7 clearly stipulates that after the final round of the group match, if two or more teams share the points equally, the qualifying rights shall be calculated in the following order: 1. Competing scores; 2. Differences in their goals; 3. The overall goal of each other; 4. Group goal difference; 5. The overall goal of the group stage; 6. The integral coefficient in the qualifying stages of the 2006 World Cup and European Cup (integral divided by the number of matches); 7. Fair play score in the final stage; 8. Draw lots. After the third condition, UEFA provides an opportunity for direct confrontation, and the winner takes it all: according to the exception of Article 7, paragraph 8, if the points, goal difference and total goals of the two teams with the same score are the same, and the final round happens to be the opponents in the same arena, then the fourth to eighth decisive conditions will be replaced by penalty shootouts. In other words, in extreme cases, it is indeed possible to have a penalty shootout for the first time in the group stage.
