General situation of Hangzhou public resources trading network;
Hangzhou public resources trading platform was established in March 2005. It is established in three industry supervision departments, namely, the municipal construction project bidding office, the municipal government procurement office and the municipal greening management station, and four professional trading institutions, namely, the municipal construction project trading center, the municipal government procurement center, the municipal land trading center and the municipal property rights trading center. It has achieved seamless docking and "one-stop" service between investment project approval and public resource transaction, and has become a service enterprise of Hangzhou Municipal Party Committee and Municipal Government.
In order to further standardize the bidding network of local construction enterprises' projects, Hangzhou Bidding Network has indeed made corresponding regulations for bidding personnel related to local construction enterprises' projects. The basic contents are as follows:
1. The tenderer shall enter the transaction certificate number of the pre-selected bidder with the bid registration form, the bidder's confirmation form and the ID card of the handling personnel.
2. After checking the shortlisted bidders list displayed on the screen with the tenderer, the tenderer will randomly select and print two copies in the computer. After being signed by the tenderee and the person in charge of the center, one copy shall be handed over to the bidder, and one copy shall be circulated together with the information of the center.
3. There shall be no fewer than 7 confirmed bidders, and the recommended direct shortlisted bidders shall not exceed 0/3 of the confirmed bidders. The pre-selected finalists shall be no less than 14. Professional projects and bidding projects in the development zone shall comply with the provisions of the corresponding regulatory authorities.
4. After the lottery, please bring the qualification checklist of the bidder and the constructor (project manager) to the trading center for verification.
5. For the filed project, please bring the qualification checklist of bidders and builders (project managers), the original contract and its copy to the trading center for verification.
