According to national regulations, foreign automobile manufacturers cannot set up separate factories to produce automobiles in China, but must establish joint ventures with domestic companies. A foreign automobile factory can make joint ventures with two domestic companies at most, which is why there are Shanghai Volkswagen and FAW-Volkswagen.
