The term "highway and waterway engineering testing institutions" as mentioned in these Measures (hereinafter referred to as testing institutions) refers to the institutions that undertake the testing business of highway and waterway engineering and are responsible for the testing results.
The term "road and waterway engineering test personnel" as mentioned in these Measures (hereinafter referred to as test personnel) refers to the professional and technical personnel who have the knowledge and ability of corresponding road and waterway engineering test and undertake the corresponding road and waterway engineering test and detection business. Article 4 The experimental activities of highway and waterway engineering shall follow the principles of being scientific, objective, rigorous and fair. Article 5 The Ministry of Transport shall be responsible for the unified supervision and management of the test and detection activities of highway and waterway engineering. The engineering quality supervision institution of the Ministry of Transport (hereinafter referred to as the quality supervision institution of the Ministry) specifically implements the supervision and management of the test and detection activities of highway and waterway engineering.
The transportation department of the provincial people's government shall be responsible for the supervision and management of the test and detection activities of highway and waterway engineering within their respective administrative areas. Provincial traffic quality supervision institutions (hereinafter referred to as provincial traffic quality supervision institutions) shall specifically implement the supervision and management of highway and waterway engineering test activities within their respective administrative areas.
Ministry of quality supervision institutions and provincial traffic quality supervision institutions hereinafter referred to as quality supervision institutions. Chapter II Grade Evaluation of Testing Institutions Article 6 The grade of testing institutions refers to the division of testing institutions' capabilities according to the basic conditions such as the testing level of highway and waterway engineering, main testing instruments and equipment, testing personnel allocation and testing environment.
The level of testing institutions is divided into highway engineering and water transport engineering.
Highway engineering specialty is divided into comprehensive category and special category. The comprehensive category of highway engineering is divided into three grades: A, B and C. Highway engineering is divided into traffic engineering and bridge and tunnel engineering.
Waterway engineering specialty is divided into materials and structures. Waterway engineering materials are divided into three grades: A, B and C, and waterway engineering structure is divided into two grades: A and B..
The grading standards of testing institutions shall be formulated separately by the quality supervision institutions of the Ministry. Article 7 The quality supervision institutions of the Ministry shall be responsible for the classification of Grade A comprehensive highway engineering, Grade A special highway engineering and Grade A water transport engineering materials and structures.
Provincial traffic quality supervision institutions are responsible for the classification of highway engineering comprehensive grade B and grade C, water transport engineering materials grade B and grade C, and water transport engineering structure grade B. Article 8 Testing institutions may apply for different majors and different grades at the same time.
After being rated as Grade C and Grade B, the testing institution must reach 1 year and have corresponding test results before it can declare the evaluation at the next higher level. Article 9 To apply for the rating of highway and waterway engineering test and testing institutions, the following materials shall be submitted to the local provincial traffic quality supervision institutions:
(1) application for rating of testing institutions for highway and waterway engineering;
(2) Quality assurance system documents. Tenth highway and waterway engineering test institutions rating work is divided into three stages: acceptance, preliminary examination and on-site review. Eleventh provincial traffic quality supervision institutions believe that the application materials submitted are complete, standardized and meet the prescribed requirements, and shall be accepted; If the materials do not meet the specified requirements, they shall be returned to the applicant in time, and the reasons shall be explained.
If the application level belongs to the evaluation scope of the Ministry of quality supervision institutions, the provincial traffic quality supervision institutions shall issue verification opinions after verification and transfer them to the Ministry of quality supervision institutions. Twelfth preliminary examination mainly includes the following contents:
(a) whether the test level, personnel and test environment are consistent with the applied grade standard;
(2) Whether the declared testing items and equipment scope are consistent with the application level;
(3) Whether the adopted testing standards, norms and procedures are legal and effective;
(four) whether to carry out verification and calibration in accordance with the provisions;
(5) Whether the quality assurance system is operable;
(six) whether it has good test performance. Thirteenth qualified in the first instance to enter the on-site review stage; If the preliminary examination considers it necessary to make corrections, the quality supervision institution shall notify the applicant to make corrections until it is qualified; If the preliminary examination fails, the quality supervision institution shall promptly return the application materials and explain the reasons. Article 14 On-site review is a comprehensive verification of the applicant's actual ability to complete the test items, the conformity of the application materials of the testing organization with the actual situation, the quality assurance system and the operation.
In principle, the on-site examination of test items should cover the main test items applied by the applicant. The specific parameters are determined by drawing lots. Fifteenth on-site review by the expert review group.
The expert review group is composed of quality supervision institutions, with an odd number of more than 3 people (including 3 people). The evaluation experts shall be selected from the test and testing expert database established by the quality supervision institution, and persons who have an interest in the applicant shall not enter the expert evaluation group.
The expert review group shall carry out the review independently and impartially. Members of the expert review team shall perform their duties objectively and fairly, abide by professional ethics, and take personal responsibility for the review opinions put forward.
