Article 1 In order to do a good job in the interview of public institutions, improve the interview level and ensure the interview quality, these rules are formulated in accordance with the Interim Provisions of the Ministry of Personnel on Open Recruitment of Public Institutions and the Interim Measures of Dalian Municipality on Open Recruitment of Public Institutions, and in combination with the actual situation of this Municipality. Article 2 These Rules shall apply to the interviews of professional and technical personnel, management personnel and service personnel openly recruited by institutions in this Municipality. Article 3 Interviews must be conducted in accordance with the principles of openness, equality, competition and merit, and in accordance with the prescribed procedures. Article 4 The municipal personnel administrative department is the competent department in charge of the open recruitment interview of public institutions in this Municipality, and is responsible for the policy formulation, guidance, coordination, supervision and management of the open recruitment interview of public institutions in this Municipality. Fifth municipal institutions open recruitment interview, by the higher authorities of institutions responsible for organizing the implementation; County (city), district institutions open recruitment interviews organized by the county (city), district personnel administrative departments. Article 6 The interview shall be conducted according to the following procedures: (1) Formulate an interview implementation plan; (2) Preparing interview questions and relevant evaluation materials; (three) the establishment of an interview examiner group; (4) training interviewers; (5) conducting an interview; (6) announce the interview results. Article 7 The interview content is divided into several evaluation elements, which mainly test the comprehensive quality and ability of the candidates, including the evaluation of the candidates' professional knowledge, work ability, comprehensive analysis ability, adaptability, planning ability, organization and coordination ability, values and other factors. The interview organization and implementation department determines the interview evaluation elements according to the post requirements, and adds other interview evaluation elements according to the post requirements when necessary. Article 8 The interview questions shall be managed in a closed way, and shall be compiled by the interview organization and implementation department or the personnel administration department. The basic procedures for writing interview questions are as follows: (1) According to the evaluation elements and evaluation objects, determine the topic type; (2) Scientific and rational use of materials; (3) Proposition group discussion; (four) the formation of the test questions, including the stem, meaning, reference answers, scoring points, etc. ; (5) Combination topic. Article 9 The following principles must be implemented in writing interview questions: (1) Political and ideological principles. The content of the test questions is healthy and conforms to the party's principles and policies and national laws and regulations. (2) scientific principles. The compilation of test questions should be scientific and the grading standards should be standardized. According to the nature of the job, duties and tasks, difficulty and responsibility, determine the content of the test questions. According to the measurable degree of different evaluation factors and the degree of correlation with job requirements, the score weight is determined. (3) the principle of pertinence. The principle of "use by examination" and "selecting people according to their posts" should be implemented in the compilation of test questions, reflecting the requirements of evaluation elements and avoiding duplication with the evaluation contents of qualification examination, written examination and assessment. (4) the principle of flexibility. The design, questioning, questioning and grading of test questions should leave room for examiners and candidates to play. Tenth interview evaluation methods mainly include structured interviews, scenario simulation and other evaluation methods. (1) Structured Interview Structured interview is an interview method that carefully sets the interview process, test questions, test elements, scoring standards and quotas. Menu style. The interview time of each candidate who adopts structured interview is generally less than 30 minutes. (2) Write official documents with scenario simulation method. Candidates can write survey reports, explanations and meeting minutes according to the survey results and materials provided. On-site operation method. Create a realistic working environment, and comprehensively evaluate the applicant's professional and technical operation ability through various means in the simulation work, so as to obtain the first impression of the applicant's actual working ability. Examiners evaluate candidates' operational ability and work adaptability in turn. Leadless group discussion method. Candidates will be grouped according to the same and similar positions, usually in groups of 5-7 people. According to the discussion questions designed before the exam, explain them clearly to the candidates. According to the candidates' discussion, the examiner evaluates their organizational ability, coordination ability, interpersonal communication, gfd, verbal expression, logic and accuracy in explaining questions. The discussion time is generally 2 hours. When organizing an interview, the interview method should be determined according to the nature and characteristics of the post. If more than two interview methods are used, the interview organization and implementation department shall determine the proportion of each method in the whole interview before the interview. Article 11 The interview shall be conducted by an interview team composed of interviewers. The interview examiner group is generally composed of at least 7 persons with interview examiner qualifications hired by the superior competent department of the employer or the personnel administrative department. The interviewer group consists of 1 examiners and several examiners, the number of examiners should be odd, and the proportion of examiners of the employer in the total number of examiners in the interviewer group should not be higher than 40%. Article 12 An interviewer must meet the following basic requirements: (1) Love the motherland and support the leadership of the Communist Party of China (CPC); (two) abide by the law, strictly abide by the work secrets; (3) Having good personal cultivation, fairness, integrity and mental health; (4) Having a college degree or above; (five) generally should be engaged in personnel management, related business management or talent evaluation for more than 3 years; (six) to understand the open recruitment system and related policies of public institutions; (seven) with strong analysis and summary, judgment and writing skills; (8) Having other conditions stipulated by the interview organization and implementation department. Thirteenth interviewers must be qualified interviewers. The interviewer needs to apply in person or be recommended by the organization and audited by the unit. After passing the training, the personnel administrative department shall confirm the examiner's qualification. Article 14 An interview examiner shall meet the following requirements: (1) When asking questions, the examiner shall be amiable, pay attention to language art, and try to reduce the psychological pressure of candidates; (2) Examiners should use accurate, simple and clear words when asking questions, and ask questions to candidates appropriately, so that candidates can answer questions clearly; (3) When the candidate does not hear the questions or questions raised by the examiner clearly, the examiner can give appropriate hints or repeat the questions once. (4) Examiners should make a comprehensive analysis of the questions answered by candidates and carefully grade them according to the grading standards; (5) Examiners should not discuss or hint with each other when grading, and ask questions from candidates with the consent of examiners; (6) Examiners shall treat candidates equally, and shall not engage in intimate behavior, curry favor with others or be partial. Article 15 The selection of the interview examination room shall meet the following requirements: (1) The interview examination room shall be in an environment with sufficient light and no noise interference, and the indoor layout shall be neat and concise to avoid distracting candidates; (2) During the interview, an interview examination room and a waiting room are set up respectively. There should be seats for candidates, examiners, invigilators, examiners, timekeepers in the examination room; (3) The distance between the waiting room and the examination room should be appropriate. Candidates should be brought into the interview examination room by a tour guide. Article 16 Candidates should meet the following requirements: (1) Candidates should attend the interview within the specified time. If there are special reasons why you can't attend the interview on time, you should obtain the consent of the interview organization and implementation department in advance, and the candidates who don't attend the interview without reason will be given up automatically; (2) Candidates should observe the interview discipline and consciously obey the arrangement of the staff; (3) During the interview, you should not answer questions unrelated to the exam; (4) After the interview, candidates are not allowed to return to the examination room and the waiting room. Seventeenth in the interview process, other staff should cooperate with the examiner to create a good interview environment, obey the arrangement, and shall not interrupt or gossip. If the invigilator has any comments, suggestions and requirements on the interview, he can suspend the interview and submit it to the examiner. The interview room should be quiet, and no one should walk around at will, so as not to affect the candidates' answers. Personnel unrelated to the interview are not allowed to enter the interview examination room. Article 18 The interview results shall be evaluated according to the following requirements: (1) The examiner shall score one by one according to the evaluation elements in the Interview Scoring Form for Open Recruiters in Institutions, fill in the brief comments and sign them; (2) The staff of the interview examination room is responsible for grading and filling in the Summary of Interview Results of Open Recruiters in Institutions. The calculation method of interview score is the score evaluated by each examiner, excluding a highest score and a lowest score, and then adding and dividing by the total number of effective examiners, which is the interview score of candidates; (3) The interview results will be announced to the candidates on the spot. Article 19 Interview examiners and interview staff who are related to candidates by husband and wife, lineal consanguinity, collateral consanguinity within three generations and close in-laws shall withdraw. Twentieth interview organization and implementation departments should take the initiative to accept the supervision of the discipline inspection and supervision departments, and openly recruit supervision inspectors during the interview. Twenty-first interview examiners, candidates and related staff who violate discipline during the interview shall be dealt with in accordance with the relevant provisions of the Interim Measures for the Open Recruitment of Personnel in Dalian Public Institutions. Article 22 These Rules shall come into force as of the date of promulgation.
