Five types of people belong to high-level talents, and families can only buy houses without houses.
According to the contents of the Measures, the so-called high-level talents include five categories. The first category is the A, B and C talents in the Measures for the Settlement of Talents in Nanjing (Trial); The second category is the core team members in key enterprises (projects) introduced by the government; The third category is the core team members in the new R&D organization; The fourth category is the talents of universities and research institutes equivalent to A, B and C; The fifth category is other high-level talents recognized by the municipal government.
According to the regulations, A, B and C talents can get housing subsidies ranging from 6,000 yuan to 3 million yuan according to their respective categories, rent 1.20 square meters to 200 square meters of talent apartments free of charge, buy 1.20 square meters to 200 square meters of * * property houses, withdraw housing provident fund at twice the existing standard, and the loan can be relaxed to 4% of the existing standard. If you are the above five types of high-level talents, you must also apply for buying a house if you, your spouse and minor children have no room in this city and have signed a labor contract or employment documents with the employer for more than one year. Both conditions are indispensable.
Previously, Nanjing issued the "Implementation Opinions on Further Strengthening Talent Housing Work", which proposed to support high-level talents to purchase commercial housing. Those who have no room and buy the first suite in this city are not subject to household registration restrictions. In the detailed rules, the first suite of high-level talents is not restricted by household registration, and it is stipulated that high-level talents must buy commercial housing themselves and can only buy one set. The source of the purchased house shall not be transferred within 5 years. The house purchase shall meet the requirements of real-name registration system, and the house buyer shall not change his name after subscription. If the buyer and the seller need to terminate the contract after the contract is filed, the returned house will be given priority to other high-level talents.
The talent office is responsible for reviewing and issuing certificates, and the talent office does not participate in notarization and lottery.
The "Measures" clarify the procedures for high-level talents to apply for housing purchase. According to the five types of talents, the evaluation conditions are different:
All kinds of talents and units apply to Nanjing Talent Housing Office through the information system, among which: Class I and Class IV talents are audited by the Organization Department of the Municipal Party Committee (the Municipal Talent Office), and Class B and C talents are audited by the Municipal People's Social Security Bureau; The second type of talents shall be audited by the district (park) where the unit is located and reported to the district government (administrative Committee) for confirmation; The third category of talents shall be audited by the Municipal Science and Technology Commission; The fifth category of talents shall be audited by the municipal talent housing office.
High-level talents do not need to open their own purchase certificates. Talent housing placement is divided into five steps: first, the talent housing office issues a work contact form valid for one month to the Municipal Bureau of Land and Resources according to the audit results; Then the talent office will go to the Municipal Bureau of Land and Resources to issue a house purchase certificate and go through the formalities; The talent office will then summarize the housing and talents and confirm the resettlement plan; Finally, people who buy commercial houses draw lots to choose houses.
The source of talent houses is raised by all parties, and the Municipal Real Estate Bureau, together with relevant district governments, will optimize some houses to supply high-level talents. In principle, the houses raised by each project shall not exceed 10% of the sales volume applied for listing, and the proportion of sales volume exceeding 500 sets shall not exceed 6%. This part of the house shall not be included in the sales scope of notarization lottery.
It is also understood that this time, the six districts of Jiangnan, Jiangning and Pukou are mainly required to implement the Measures, and Liuhe, Lishui and Gaochun belong to the scope that can be implemented in accordance with the Measures.
