Methods and contents of qualification examination

The qualification examination of bidding applicants can be divided into pre-qualification examination and post-qualification examination according to time. Pre-trial and post-trial review methods have their own advantages and disadvantages. When inviting tenders, the tenderee may choose an appropriate method for qualification examination according to the specific conditions of the project subject to tender.

There are two main contents in the qualification examination of bidding applicants: data examination and field investigation. The written materials reviewed by the qualification examination group of the tendering unit generally include qualification certificate, business license, construction safety permit, tax registration certificate, power of attorney of legal person, similar project performance undertaken by the tendering applicant in the past two years and the work performance of the project manager in the past two years, main technical personnel and mechanical equipment to be put into the bidding project, and the financial status (financial audit report) of the tendering applicant in the past two years.

Field trip. On-the-spot investigation means that the qualification examination team of the tendering unit goes to the location of the tendering applicant, the site of the project under construction and the construction unit of the completed project to inspect the construction performance and technical level of the tendering applicant and the project manager. On-site investigation mainly includes economic, technical and management personnel, construction machinery and equipment, construction site civilization, safety facilities, on-the-job situation of project manager and construction site management. Investigate and visit the implementation and use of completed projects. The understanding of the recent rewards and punishments of enterprises and project managers can be carried out by visiting the industry authorities, quality inspection, safety supervision and other departments of the bidder.

Qualification examination procedure

The qualification examination of bidding applicants is mainly carried out through data review and on-the-spot investigation to determine qualified bidders. The review procedures mainly include: necessary qualification review and additional conditions review.

Examination of necessary qualifications. The necessary qualification examination mainly examines whether the bidding applicant has the qualification to undertake the bidding project, whether it has the legal person qualification, whether it has the business qualification, and whether it has gone through the market access procedures for bidding in different places. The main basis for the necessary qualification examination is the relevant national and local laws, regulations and rules. Qualification examination is the general compliance examination of the tenderer to the bidding applicant, and those that do not meet the specified requirements are unqualified.

Optional condition review. Optional condition evaluation is a special condition evaluation based on the necessary qualification evaluation, and only the bidding applicants who have passed the necessary qualification evaluation are evaluated. The tenderer may put forward some special requirements according to the characteristics and specific conditions of the project subject to tender. For example, the bidding applicant has similar engineering achievements in the past two years, and the project manager has constructed similar projects in the past two years, such as excellent projects in provinces and cities. Of course, no selective conditions shall be set to protect the bidding applicants in the region, the system or a certain range.

Method of determining qualified bidders

After the necessary qualification examination by the qualification examination team of the tendering unit, if there are less than 9 pre-qualified bidders, the tenderer must invite all pre-qualified bidders to participate in the bidding; If there are more than 9 bidders who have passed the prequalification, the tenderer may invite all the bidders who have passed the prequalification to participate in the bidding, or randomly select not less than 9 bidders from among the bidders who have passed the prequalification, and the tenderer shall not arbitrarily increase the necessary qualifications to reduce the number of bidders who have passed the prequalification.

Score ranking method. If the ranking method is adopted, the bidding unit shall determine the final bidder from high to low according to the ranking scores of the bidding applicants. The content of scoring ranking generally includes: enterprise performance, project manager performance, enterprise reputation (the title of "honoring contracts and keeping promises") and project manager reputation (the title of "excellent project manager"). In the past two years, the punishment of the enterprise and the project manager, the financial situation of the enterprise, the level of technical equipment and the on-the-spot investigation of the tendering units.

Random sampling method. If random selection is adopted, the bid inviting unit will randomly select the final bidder from all qualified bidders in the tangible market within the time specified in the tender announcement and under the supervision of the bidding supervision department and all qualified bidders.
