Article 6 The relevant administrative departments of the municipal and district people's governments, such as public security, comprehensive law enforcement of urban management, emergency management, market supervision and management, natural resources, price, industry and informatization, civil affairs, justice, taxation, ecological environment, health, fire and rescue institutions, etc., shall, within their respective functions and duties, do a good job in administrative management and administrative law enforcement within the property management area. Article 8 The residents' committees and villagers' committees shall assist the real estate administrative departments of the district people's governments, sub-district offices and town people's governments to do a good job in property management within their respective jurisdictions, and give guidance and assistance to the establishment of the owners' assembly and the election of the owners' committee according to law. Article 9 Property management industry associations shall carry out the following work according to law:
(a) to strengthen the self-discipline management of the industry, to ensure that property service providers practice according to law, and to safeguard the legitimate rights and interests of the industry;
(two) to develop industry service standards, standardize industry behavior, summarize and exchange experience in property services, and promote advanced property services technology;
(three) to maintain market order and fair competition, establish the integrity files of property service providers and their employees, promote the integrity management of the industry, and establish industry norms;
(four) to organize industry business training and professional ethics and discipline education;
(five) in violation of laws and regulations and industry norms to give informed criticism and publicly condemned. Chapter II Owners' Congress and Owners' Committee Section I Preparatory Group for Owners' Congress Article 10 More than 20% of the owners may jointly submit a written request for the establishment of the owners' congress to the subdistrict office and the town people's government.

If the sales of the first house in the property management area have been delivered for two years, and the delivered property construction area has reached more than 30% of the property management area, the owners may submit a written request to the subdistrict office and the Town People's Government for the establishment of the owners' meeting.
Under any of the circumstances mentioned in the preceding three paragraphs, the subdistrict office and the Town People's Government shall, within 30 days from the date of receiving the application, guide and assist the owners to recommend their representatives to participate in the preparatory group of the owners' meeting in conjunction with the real estate administrative department of the District People's Government where the property is located.
Where the delivered property construction area reaches the relevant provisions in the second paragraph or the third paragraph, the construction unit shall inform the subdistrict office and the Town People's Government in writing, and make an announcement on the prominent position and information system of the property management area for more than 30 days. The list and resume of the members of the preparatory group of the owners' congress shall be publicized in a prominent position in the property management area and information system for more than fifteen days from the date of the establishment of the preparatory group of the owners' congress. If the owners have objections to the members of the preparatory group, the sub-district offices and the Town People's Government shall coordinate the handling. Article 12 The preparatory group of the owners' congress shall, within six months from the date of its establishment, organize and convene the first meeting of the owners' congress according to law, determine the voting rules for the first meeting of the owners' congress, and formulate the method for selecting candidates for the owners' committee and the method for electing the owners' committee. Thirteenth construction units and property service providers shall provide relevant documents and materials to the preparatory group of the owners' meeting according to law, and shall not conceal, tamper with or forge relevant documents and materials, and shall not obstruct the normal work of the preparatory group of the owners' meeting for any reason.
Due to the cancellation of the construction unit or the relevant units do not cooperate with the provision of the list of owners and other documents, the application of the preparatory group of the owners' congress shall be provided free of charge by the neighborhood office or the town people's government to coordinate with the relevant departments of the people's government of the jurisdiction.
