2. Causes
(1) Outdated ideas. The masses are deeply influenced by thousands of years of deep-rooted funeral customs. 70% of the masses have the funeral concept of "burying them in peace" and must bury the remains of their loved ones in a "feng shui treasured place" according to feudal superstition habits.
(2) Laws and regulations are imperfect. The current "Funeral Management Regulations" only provide principled provisions on funeral reform and management. (3) Departmental synergy has not yet been formed. Funeral management involves public security, construction, land and resources, forestry, urban management and law enforcement and other departments.
