Jurisprudence analysis: This plan comprehensively analyzes the villages within the planning scope from the aspects of population, land use, resource conditions, economic conditions and factors restricting development. According to the principles and standards of village classification, village resource endowment, location conditions, economic conditions, traditional history and people's wishes, the villages in the region are divided into three types: suburban combination, characteristic protection and agglomeration promotion. There are 37 administrative villages within the planning scope, including 3 suburban villages, namely Nanmiao Village, Wangjiadian Village and Taipingdi Village in Yuanbaoshan Town; There are 28 villages for gathering and upgrading, namely xinglong village, Haramutou Village, Dabeihai Village, Fengshuigou Village, Zhanjiawopu Village, Xiakanzi Village, Nanhuang Village, Changsheng Village, Mutougou Village, Bajia Village, Songmutou Village, Xindi Village, Tabubusu Village, Sidaojingzi Village, Sijia Village, Xin 'antun Village and Qingshan Village in Meilihe Town. There are 6 characteristic protection villages, namely, Zhuangtouyingzi Village in Fengshuigou Town, Houmeilihe Village in Meilihe Town, East liu village in Pingzhuang Town, Sancun Village, Laoxiyingzi Village in Xiaowu Township and Dayingzi Village.

The overall planning of other cities shall be submitted by the people's government of the city to the people's government of the province or autonomous region for examination and approval.
Fifteenth county people's government organizations to prepare the overall planning of the town where the county people's government is located, and report it to the people's government at the next higher level for approval. The overall planning of other towns shall be organized by the town people's government and submitted to the people's government at the next higher level for examination and approval.
