Open the picture and copy the background layer.
Remove colors and adjust levels to increase the contrast between black and white.
After inversion, Gaussian blur is performed, and then filter-brush stroke-splash is performed.
Create a new layer, set the layer blending mode to color, and use a color brush to paint where there is color.
Then the radial direction is blurred and the selection is intact.
Then use motion blur, use 85%
Finally stamp it, and you can draw it now, or you can use the stamp tool.

I don't know much about brushes. If I soften the edges, I use either internal light or external light.
