After the establishment of Chenghai County in Guihai (1563), the 42nd year of Jiajing in the Ming Dynasty, part of the land in Haiyang (today's Chao'an), Raoping County, and Jieyang County was assigned to Chenghai County, the three capitals of Tuopu (the predecessor of Shantou's urban area) were returned to Chenghai County. As for the term "Tuocheng", it should be derived from the city of Pengzhou. First, according to relevant historical research, some ancestors of the Pengzhou area of ??Tuojiang Street in Jinping District migrated here from the Central Plains in the late Yuan and early Ming Dynasties to escape war and make a living by fishing. Naturally, Pengzhou This area became the first place where people lived in Shantou City. Secondly, because the urban area of ??Shantou was called Tuopu Sandu Prefecture (Tuopu Inspection Department or Tuopu Fishery Administration Department) at that time, the city in Pengzhou was commonly known as Tuopu City or "Tuocheng" for short. According to the "Chenghai County Chronicle": "The city of Tuopu Pengzhou was built in the 27th year of Hongwu in the Ming Dynasty (1394), and Chenghai County was not established as a county until Guihai (1563), the 42nd year of Jiajing in the Ming Dynasty." Therefore, there is a saying in the Tuopu area of ??Shantou that "before there was Chenghai County, there was Tuopu City first." Time passed by the third year of Wanli in the Ming Dynasty (AD 1575), the sand ridges at the mouth of Hanjiang River in Guanghuabu had accumulated into a piece, called "Shashanping". In the fifty-sixth year of Emperor Kangxi's reign in the Qing Dynasty (AD 1717), Yandun and forts were built here, and it was called "Shashantou" at that time. From Yongzheng (AD 1730) to Qianlong, more and more people moved here to live. In addition to fishing and farming, they also used seawater to dry salt. Salt traders from all over the country often came here to sell salt. Later, the Qing government set up a station here to collect salt taxes. Referred to as "Shantou". In 1861, Shantou was officially opened as a commercial port. After 1921, Chenghai County began to abolish the capital and divide it into districts and Shantou Port continued to prosper. Management functions and town trade were gradually replaced by Shantou Port, and the name "Tuocheng" also came with Tuopu Pengzhou City. Its influence gradually withdrew from history and faded out of Pengzhou City. Instead, it became the nickname of the increasingly prosperous Old Shantou Port (now the old urban area) and has been used ever since.
