Nanshan Pagoda, also known as Lueyang Pagoda, is located on the mountainside of Nanshan in Lueyang County, a six-corner, seven-story pavilion-style brick tower and a landmark building in Lueyang County. Nanshan Tower was built in the 30th year of Qing Daoguang (1850), with a total height of about 24 meters (26 meters) and a base length of 2.35 meters. The foundation of this tower is made of five layers of stones. There are coupon doors in front of the bottom floor of the tower, and coupon niches on each side of the upper floor. There are four layers of bluestone strip foundation at the bottom, and big blue bricks made of rice slurry lime at the top. There is a small cave in the middle of six sides of each floor of the hexagonal tower, and a double-sided trapezoidal brick extends from the tower at the joint of six sides of each floor. The top of the tower is gradually lowered, and the bottom is provided with doors.

Nanshan Tower should belong to the "offering" in Buddhism. Actually, it should be called "Town Water Tower" and "Feng Shui Tower" according to its function. As Lueyang is the intersection of Jialing River, Ba Du and Dai Yu, the county was prone to floods in ancient times. In order to prevent the river from flooding, Lueyang County in Qing Dynasty ordered Zhang Zhikun to build a tower in Wanyu Mountain and a tower in the new town to supplement the geomantic omen. Because of river transportation, it may also have the function of shipping indication of Jialing River.
