According to legend, during the time when Xia Yu was controlling floods, Yao Ji, the daughter of the Queen Mother of the West, invited her eleven sisters to secretly descend to the mortal world. When they came to Wushan in the Three Gorges, they saw twelve evil dragons making trouble, and Dayu, who was controlling the floods, was also besieged by the floods. Yao Ji admired Dayu very much and decided to help him control the floods. He gave Dayu a copy of the Shangqing Baojing, a heavenly book on water control.
Unexpectedly, before Yao Ji could tell Dayu how to decipher this heavenly book, she and her sisters were captured and taken back to Yaochi by the heavenly soldiers sent by the Queen Mother of the West. The twelve fairies had long been tired of the life in the Yaochi Palace. They broke away from the divine chains and returned to the human world. They helped Dayu clear the gorge and relieve the flood.
From then on, Yao Ji fell in love with the Three Gorges. She traveled among the peaks of Wushan Mountain all day long, getting rid of water monsters for boat people, driving away tigers and leopards for woodcutters, and spreading clouds and rain for farmers... They were ten sisters. The two forgot about returning to Yaochi. Over time, they turned into twelve strange and beautiful peaks standing on both sides of the Wu Gorge, called the "Twelve Peaks of Wushan". Yao Ji is an outstanding representative of the twelve fairies, so the peak she stands on is the highest and is the first to see the morning glow every day, so it is also known as "Wangxia Peak".

History of Three Gorges Construction
After the founding of New China, the Yangtze River Water Conservancy Commission was established in February 1950 to begin comprehensive management of the Yangtze River.
In 1955, the Yangtze River Basin planning and Three Gorges Project survey, scientific research and planning work began, and were basically completed by the end of 1957.
On April 3, 1992, the Fifth Session of the Seventh National People's Congress passed the "Resolution on the Construction of the Three Gorges Project", completing the legislative procedures for the Three Gorges Project and entering the implementation stage.
On November 8, 1997, the Three Gorges Project successfully closed the river and completed the first phase of construction goals.
On October 10, 2002, the key project acceptance expert group meeting of the Phase II Project Acceptance Committee of the Three Gorges Project of the State Council was held in the dam area, and the acceptance work before the diversion open channel closure was officially launched.
On October 29, 2002, Premier Zhu Rongji presided over the 11th meeting of the Three Gorges Project Construction Committee of the State Council, agreed with the opinions of the Three Gorges Phase II Project Acceptance Committee of the State Council, and decided to close the diversion open channel on November 6 .
On December 16, 2002, the pouring of the third-phase roller compacted concrete cofferdam of the Three Gorges Project began.
On April 27, 2003, the second phase of the Three Gorges Project resettlement project passed national acceptance. This marks a major phased achievement in the Three Gorges resettlement work. The resettlement and relocation work below the 135-meter water level in the Three Gorges reservoir area and the cleaning of the reservoir bottom have been fully completed, meeting the requirements of the Three Gorges Project to store water on schedule.
On May 21, 2003, the Hub Project Acceptance Group of the Yangtze River Three Gorges Phase II Project Acceptance Committee of the State Council officially announced that the Three Gorges Phase II Project has reached the water level of 135 meters and the requirements for ship trial navigation. It was agreed that the Three Gorges Project will be lowered to store water on June 1, and that the trial navigation of the permanent ship lock can be implemented in June 2003.
