Xiaobaishan is called "Wendeheng" or "Wendeheng" in Manchu, which means "sacrificial board". It originated from the place where Changbai Mountain, the birthplace of Manchu in Qing Dynasty, was once sacrificed.

The emperors of the Qing Dynasty were all born in Changbai Mountain to create their inheritance, so the Qing Dynasty regarded Changbai Mountain as a sacred mountain, and emperors of all dynasties worshipped Changbai Mountain. But it's a long way to Changbai Mountain, and the traffic is difficult.

In the 11th year of Yongzheng (1733), the main hall of Wang Ji Temple was built on Xiaobai Mountain, and two buildings dedicated to the chief priests were built at the foot of the mountain. At the foot of the mountain, a deer stall was built, and the Wang Ji Temple was set up as the "God of Changbai Mountain". Every spring and autumn, local emperors offered sacrifices to Changbai Mountain here.

After the completion of Wang Ji Temple, Aisingiorro Li Hong, Emperor Gaozong of the Qing Dynasty, visited Xiaobaishan to offer sacrifices in the 19th year of Qianlong (1754). At that time, Xiaobaishan was lush with ancient trees and flowers, and the scenery was very beautiful. "White Mountain Deer" has also become one of the eight old scenic spots in Jilin.
