Xi'an: Actually not much better than Luoyang, but as a tourist and cultural attraction, it is located in Shaanxi's national poverty alleviation area and an old revolutionary base area, so it must be properly taken care of.

Luoyang: Located in Henan, there is no shipping and no minerals. As the center of China, the central government is not afraid of you making trouble. The population base is so large that even if the state invests, it will be slow to bear fruit. So as a leader you don’t focus on developing it.
