ASEM is an open and gradual process, and the admission of new members should be gradual. For each applicant, it is necessary to consider both its own conditions and its possible contribution to the ASEM process. The final decision of new members' participation is made by consensus of all members, and candidates must first obtain the support of local members (double-key principle).
