(4) Has been listed as the representative inheritor of the local county-level intangible cultural heritage project.

Citizens, legal persons and other organizations can recommend candidates for representative inheritors of representative items of intangible cultural heritage to the local cultural authorities at or above the county level. Citizens can also apply for recognition as representative inheritors on their own. . Citizens, legal persons and other organizations that recommend representative inheritors of representative items of intangible cultural heritage must obtain the written consent of the recommended person. Recommendation materials or application materials submitted to the cultural authorities should include:

Basic information about the recommended person or applicant. The inheritance pedigree of the project and the academic skills and inheritance experience of the recommender or applicant.

The technical characteristics, achievements and relevant certification materials of the recommended person or applicant. The situation in which the recommended person or applicant holds relevant physical objects and materials for the project. Other materials describing the representativeness of the recommender or applicant.

2. After receiving the above materials, the county-level cultural administrative department will organize intangible cultural heritage experts at the same level to conduct a review, and put forward a recommendation list and review opinions based on the distribution of the project within the administrative region. Submit to the municipal cultural administrative department together with the original application materials and expert review opinions.

3. After receiving the application materials submitted by the county-level cultural administration department, the municipal cultural administrative department will sort out and classify the application materials based on the distribution of the applied projects in the city, and organize experts in the field of the project to review. The list will be announced to the public based on the expert review recommendation list, with a publicity period of 20 days. After the expiration of the publicity period, the municipal cultural administrative department shall, based on the publicity results, examine and determine the list of representative inheritors of municipal intangible cultural heritage projects and publish it.

2. The following persons shall not be recognized as representative inheritors:

1. Personnel who are only engaged in the collection, compilation and research of intangible cultural heritage materials.

2. Cultural authorities and intangible cultural heritage protection agencies.
