The Master Plan of Beijing approved by the State Council 1993 clearly puts forward that Beijing Central Business District should be planned and constructed from Chaoyangmen to Jianguomen and from East Second Ring Road to East Third Ring Road. During the period of 1998, the Beijing Central Business District was defined by the Municipal Planning Bureau as an area of about 3.99 square kilometers between Dongdaqiao Road in the west, Dawang Road in the east, Tonghui River in the south and Chaoyang Road in the north. On June 5, 2000, the 76th special meeting of the municipal government decided to incorporate the construction of business center into the Tenth Five-Year Plan of Beijing. On August 8, 2000, the 82nd Mayor's Office Meeting of Beijing Municipal Government decided to speed up the planning and construction of Beijing Central Business District in an all-round way and set up relevant leading bodies.
The first Beijing Chaoyang International Business Festival, which opened in Beijing on August 15, 2000, officially launched the brand CBD. Experts predict that Beijing CBD with an international image will play a role as a booster for the development of the capital economy. It will not only bring a lot of employment opportunities and the rapid development of modern cities, but also bring China economy into the global economic tide.
As the capital of China, the development and construction of a business center in Beijing is an inevitable need for the expansion of the capital's economic functions, which is of great significance for promoting Beijing's economic and social development, enhancing Beijing's city image and establishing Beijing's position in economic globalization.
Beijing is a world-famous ancient capital and historical and cultural city with a history of more than 3,000 years and 800 years. Liao, Jin, Yuan, Ming and Qing dynasties successively established their capitals here, which is one of the first historical and cultural cities in China announced by the State Council. "The land of Youzhou has the sea on the left, Taihang on the right, harmony in the north, rivers in the south and a land of abundance." Beijing has a profound historical accumulation and profound cultural connotation. Beijing is ancient, but at the same time it is a modern city full of youthful vitality. From 65438 to 0949, Beijing became the capital of new China, and urban development entered a new era. Especially after more than 30 years of reform and opening-up, a mega-city with an area of 1.68 million square kilometers, an urban area of 1.00 million square kilometers and a population of 1.7 million has been formed. With complete infrastructure and opening-up functions, China is one of the cities with the strongest economic strength and attracting the most foreign investment. In 1983 "Beijing Urban Construction Master Plan" approved by the Central Committee and the State Council, the urban nature of Beijing as a national political and cultural center was defined, the construction policy of "gradually transforming the old city, adjusting and supporting the suburbs, and actively developing the outer suburbs" was determined, and it was put forward that "all kinds of service industries should be developed rapidly, the service quality should be improved, the life of residents should be facilitated, and the first-class social service level should be created. "Adjust the industrial structure and vigorously develop the urban construction policy of the tertiary industry, so that the tertiary industry represented by modern service industries such as finance, insurance, securities and intermediary will gradually become the leading industry in Beijing. Facing the world and the future, Beijing is not only the political, cultural and foreign exchange center of China, but also has developed into a world-class modern international metropolis.
2 1 century, the world economy developed steadily and the Asia-Pacific region continued to prosper. China's economy shows a trend of rapid development. China, which is full of vitality and vigorous development, is constantly improving its international political status and economic, scientific and technological strength. 200 1, China joined the World Trade Organization, and Beijing successfully won the right to host the 2008 Olympic Games, which made the world more optimistic about China and Beijing. China's economy has entered a very important period of development, and Beijing has ushered in unprecedented opportunities. With the rapid development of capital economy, the continuous improvement of modernization level and the increasing international business activities, Beijing urgently needs a business center with convenient transportation, developed communication, complete facilities and excellent service.
1992, based on the prediction of the development of market economy and participation in global economic activities, in order to accommodate the rapidly increasing international business office facilities, the municipal government put forward the strategic concept of building Beijing Central Business District in the Beijing Urban Master Plan (199 1-20 10). On the basis of comprehensive consideration of Beijing's urban characteristics, the requirements for the protection of the traditional features of the ancient capital, the regional environment and the transportation and municipal facilities, it is clearly put forward that "a business center with multiple service functions such as finance, insurance, information, consultation, commerce, culture and business office should be opened between Jianguomen and Chaoyangmen, and between the East Second Ring Road and the East Third Ring Road". The concept of Beijing Central Business District was initially formed, and the construction site of Beijing Central Business District was determined as Chaoyangmenwai Street to Jianguomenwai Street and East Second Ring Road to East Third Ring Road.
19931016 October, the State Council approved the Beijing Urban Master Plan. In the same year, the Municipal Urban Planning and Design Institute completed the planning of Beijing Business Center, which covers Dongdaqiao Road in the west, East Third Ring Road in the east, Guanghua Road in the south and Chaoyang Road in the north.
1997, based on the master plan of 1993, the municipal planning and design institute appropriately expanded the land use scale according to the geographical environment, construction conditions and the future development needs of Beijing's international metropolis. The planning scope expanded from the Third Ring Road to the west Dawang Road and radiated to the Liangmahe area in the north. The planned Beijing CBD consists of core area, radiation area and mixed area. Jianguomenwai Street and East Third Ring Road form a "golden cross" to connect these areas.
The 1998 Regulatory Detailed Planning of Beijing Central District, compiled by the Municipal Urban Planning and Design Institute, defines Beijing Central Business District as an area of about 3.99 square kilometers from Dongdaqiao Road in the west, Dawang Road in the east, Tonghui River in the south and Chaoyang Road in the north.
After Beijing put forward the concept of capital economy, it decided to base itself on Beijing, serve the whole country and face the world, formulated and implemented a series of policies and measures, began to adjust the economic structure and layout on a large scale, and determined the industrial development pattern of the three key functional areas of the capital economy in the development plan. The "first line" refers to the construction of the Olympic Village and the Olympic Park on the north-south central axis of Beijing where Tiananmen Square, the Forbidden City and the Asian Games Village are located, and the "two wings" refers to the construction of Zhongguancun Science Park and Business Center.
On June 5, 2000, the 76th special meeting of the municipal government decided to incorporate the construction of business center into the outline of the tenth five-year plan for Beijing's national economic and social development.
On August 8, 2000, the 82nd mayor's office meeting of the municipal government decided to speed up the construction of Beijing Central Business District in an all-round way and set up corresponding leading institutions. At the turn of the century, Beijing Central Business District has ushered in a period of comprehensive and rapid development and construction.
In May 2009, the Beijing Municipal Government decided to expand the Beijing CBD eastward along Chaoyang North Road and Tonghui River to the East Fourth Ring Road, with an additional area of about 3 square kilometers. In late July, the planning of the eastward expansion area of Beijing CBD began to be collected internationally, and many well-known design institutions with strong strength actively participated in the collection activities. Finally, seven proposals put forward by SOM Architects in the United States, Foster and Partners Architects in the United Kingdom, KPF and Beijing Architectural Design and Research Institute in the United States, Paris Airport Engineering Company in France, China Urban Planning and Design Institute and Space Syntax Company in the United Kingdom, Tsinghua Urban Planning and Design Institute in Beijing and Guangzhou Urban Planning Survey and Design Institute were presented to the public at this CBD International Business Festival.
The Regulatory Detailed Planning of Beijing Central Business District has studied and formulated the CBD traffic planning, intelligent traffic organization, underground space utilization planning, landscape planning, industrial development planning, digital CBD planning, as well as the traffic planning and bus network adjustment scheme of the CBD and its surrounding 82 square kilometers, and gradually formed a complete planning system.
In the eyes of planners, CBD will build various communication platforms at all levels, form a high-quality and convenient business environment, and cultivate a relatively mature headquarters economy. Create a new city brand and develop business tourism, urban tourism and various exhibitions; Improve the traditional business level and develop modern business that meets the business, office and life consumption of CBD; Make full use of the four advantages of location, resources, industry and environment, vigorously cultivate the headquarters economy and fully promote the construction of the capital as an international city.
Eastward expansion area
In the future, the eastward expansion area of CBD will be divided into three major areas: cultural area, Chaoyang North District and gateway area. The relevant person in charge of SOM architectural design firm in the United States, which ranks first in the comprehensive plan for CBD expansion, said that 50% of the CBD expansion is for office buildings, 25% for apartments and 5% for hotels.
Tall buildings will be built in the eastward expansion area.
In the plan shown by SOM, the eastward expansion area of CBD in the future will be wider in the north and narrower in the south. The north side is divided into two areas-cultural area and Chaoyang North Area. Located in the west is the cultural district, where rivers and other landscapes will be built to provide people with leisure places for walking. Located in the east is Chaoyang North District. Near the intersection of Guanghua Road and Knitting Road, a group of high-rise buildings will be set up, and the tallest building is cylindrical. This area is the center of the business district of the eastward expansion area and will serve as the hub of public transportation, energy and social interaction.
An area on the south side of the eastward expansion area will be the gateway area of the eastward expansion area of CBD in the future, as the gateway to the CBD from the east. Two tall buildings are planned at the end of Jianguo Road, located on the west side of Sihui Bridge, which symbolizes the CBD and even the east gate of Beijing.
Three green parks will be built.
There will be three green parks in the northwest, northeast and southeast of CBD expansion area, which are connected by two green corridors, and there will be a parking lot below the park. In addition, a bicycle transportation system, a pedestrian system and a high-speed bus will be established in the eastward expansion area. The eastward expansion area will also save energy by 50%, reduce carbon emissions by 50% and save water by 48% by adopting advanced energy-saving and environmental protection concepts and facilities. The final comprehensive plan of CBD eastward expansion will be revised and improved according to the opinions of all parties.
Bidding for 79 land transfer schemes
Yesterday, Yan Huang, director of the Beijing Municipal Planning Commission, said that in the bidding for land transfer in the CBD core area 12, Beijing innovated the way of land transfer, combining land bidding, planning scheme bidding and industrial project bidding, and transferring land in two stages according to the principle of "competitive scheme, competitive strength and limited price". Bidder 6 1, 57 design units participating in the scheme collection, 79 overall planning schemes and 203 single building design schemes.
