Hequ Wenbi Pagoda is located on the flat beam in the east section of Huanghe Street, Hequ County, Yizhou City.

Hequ Wenbi Pagoda was built in the 59th year of Qing Qianlong (1794), which is called "Wenbi", also known as "No.1 Pen". This pen means "the mountain in the east of the town" to benefit the wind and water in Hequ. The pen is built on the pier of beacon tower, with a height of 9 feet, 4 feet and 3 inches, of which the pier is 3 feet high, such as the diameter of the pier top is 5 feet and 4 feet, and the diameter of the pen is 1 foot and 8 feet. The base of the pen tip is made of three layers of stones, and the pen body is made of blue bricks and white ash. It has a solid building structure that suddenly shrinks into a cone at the top. According to folklore, at sunrise from summer solstice, the shadow of a pen can shine on Dakougou in Hexi.

The base of Hequ Wenbi Tower is a circular platform made of blue bricks, about eight meters high. The top is paved with stone, with a diameter of about 18 meters. It is flat and wide, with a brick wall with a stone cap on the side, and 50 steps on the north and south sides, so visitors can enjoy the scenery on the stage. On the south side of the platform under the tower, the four characters "Baipu Park" are engraved. In 2005, Tass news agency built a new tablet gallery of Wenbi Pagoda in Hequ County, and its west, north and east sides are engraved with the original works of 64 famous contemporary calligraphers in China, Mo Bao.
