He said: The envoy is a person who knows how to be cautious before disasters occur; It is not enough to punish the people, and the number of households is increasing day by day. ” and “Those who are responsible for the causes of disasters and the ways to eliminate them are inherently responsible. "Shaoxing also had many natural disasters in history. Whether it was earthquakes, floods, droughts, or ocean tides, they all happened before, and some were devastating. I have read the Twenty-Five Histories, and there are quite a few records of natural disasters in Shaoxing. The story of "Dayu's flood control" that we have heard so well tells that four or five thousand years ago, the Shaoxing area was hit by a flood. The splendid Hemudu culture once appeared on this land, and was later covered by the flood. Of course, this is recorded in archaeological discoveries and other books. The earliest record of disasters in Shaoxing in the Twenty-Five Histories was recorded in the thirty-sixth year of King Jing of Zhou Dynasty (484 BC), when there was a flood and drought in Yue. The three dynasties with the most disasters were the Song, Ming and Qing dynasties. Only 13 disasters were recorded in the Song Dynasty, 23 in the Ming Dynasty and 23 in the Qing Dynasty in the "Shaoxing Municipal Chronicle". "At that time, there was no rice harvest in Yuezhou, and hungry people were everywhere. For another example, in the first year of Longxing of Emperor Xiaozong of the Song Dynasty (1163), heavy rains caused disasters in Shanyin and Kuaiji; in the eighth year of Chunxi (1181), floods caused disasters in Shaoxing and other places. Refugees were everywhere, and at that time in Shaoxing Prefecture, “all the roots of wild vegetables and grass were dug up. The people's clothes are shapeless, their faces are pale, they support the old and the young, their calls are tactful, and they are in groups." After the founding of New China, natural disasters in Shaoxing were also very frequent. By 1990, there were as many as 26 major natural disasters in Shaoxing.
