The third step is to transfer out of the school and then go through the transfer procedures.
The original school shall not issue a transfer certificate before the transfer of students to the school is implemented. Students who have not applied for transfer shall not be forced to transfer, and the original school shall bear the responsibility for students dropping out of school.
