Putuo Buddhist country on the sea "wins with mountains and seas and pushes Putuo." Mount Putuo is surrounded by water, which also prevents its anger from spreading outward. According to legend, Guanyin in the South China Sea once gave a lecture at Luoying Mountain opposite Putuo Mountain. During the period of Xian Tong in the Tang Dynasty in 863 AD, a Japanese monk, Master Huiyou, invited a Guanyin icon from Wutai Mountain in Shanxi to return home by boat. When passing through the Lotus Sea in Putuo Mountain, there was a storm, and hundreds of iron lotus flowers appeared on the water to surround the ship, but Hui You tried his best and could not move forward. Then it dawned on him that Guanyin Bodhisattva refused to leave. So Hui Hui prayed that if the Bodhisattva refused to go to Japan, a temple would be built at the place where the ship docked to worship this idol. Suddenly, all the iron lotus disappeared, and the boat drifted downstream to the tidal hole under Putuo Mountain. With the help of islanders, Hui Hui chose to build a "Refuse to Go to Kannonji" in Zizhulin. Since then, Putuo Mountain has gradually become a Dojo dedicated to Guanyin.
