Generally speaking, as long as the land is located in prosperous commercial ports and military strongholds, it is possible to build city walls for defense. Top Sandufu is located at the junction of Haiyang (now Chaoan), Jieyang, Chenghai and Chaoyang counties. According to Han Rong, the two rivers are at the mouth of the sea, and merchant ships often disappear here. Thieves take advantage of it and plunder it wantonly. This is a disaster. In order to prevent pirates and pirates, in the second year of Zhu Yuanzhang, that is, in the second year of Ming Hongwu, Pengzhou thousand households were set up in Duxialing Village.
Twenty-five years later, in the twenty-seventh year of Ming Hongwu, Qianhu Department moved from Duxialing Village in Pengzhou City to Xicheng in Jiangdu, Xi, and built a city wall and moat. At the beginning of the Ming Dynasty, with the continuous growth of the three capitals of Top, Chenghai County set up the Top Inspection Office as the administrative organ of public security, customs and coastal defense. At that time, the top three capitals had become another prosperous sub-urban area of Chenghai County, with homespun, porcelain, tea, sugar and fruit gathered in the top commercial port.
At that time, Shantou City was called Top Sandufu (Top Inspection Department), so Pengzhou was commonly known as Top. Because Top Pengzhou was founded in the 27th year of Ming Hongwu (1394), Chenghai County was established in the 42nd year of Ming Jiajing (1563). Therefore, Shantou Top has the saying that "Top comes first, then Chenghai".
By 1948, in the third year of Wanli in Sanming, Chenghai County (A.D. 1575), the sand ridges at the mouth of the Hanjiang River in Guanghua Port accumulated into pieces, which was called "Shaxianping". In the fifty-sixth year of Emperor Kangxi of Qing Dynasty (A.D. 17 17), a smoke pier and a battery were built here, which was called "Shaxian Head". From Yongzheng (AD 1730) to Qianlong, more and more people moved here to live. In addition to fishing and farming, they also use seawater to dry salt, and salt vendors from all over the world often come here to sell salt. The Qing government set up a station here to collect salt tax. Shantou for short. Shantou officially opened for trade in 186 1 year. 192 1 year, Chenghai county began to set up a waste capital, Shantou port began to prosper, management functional institutions and town trade were gradually replaced by Shantou, and the influence of Top Pengzhou gradually withdrew from history.
