It is strictly forbidden to set off fireworks and firecrackers in crowded public places, medical institutions, schools, libraries, cultural relics protection units, important power transmission facilities safety protection zones, gas stations and other places stipulated by relevant laws and regulations. Fireworks and firecrackers can be set off in other areas on the 23rd of the twelfth lunar month, New Year's Eve, New Year's Day and Lantern Festival.
It is strictly prohibited to set off fake and shoddy fireworks and firecrackers, to produce fireworks and firecrackers containing substances explicitly prohibited or incompatible by the state, and other dangerous and heavily polluted varieties identified by the safety production supervision and quality and technical supervision and management departments.
If it is really necessary to hold a fireworks show or other large-scale fireworks display activities, it shall be decided and announced by the Municipal People's Government.

Regulations of Chengdu Municipality on the Administration of Fireworks and Firecrackers
Article 3 Fireworks and firecrackers are prohibited in the central city of this Municipality. The central city refers to the area where Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and other districts (counties) extend to the 500-meter ecological protection zone outside ring highway. Public places of sacrifice and sweeping, such as funeral parlours and cemeteries in the central city, can be set off at designated areas and times.
The area where fireworks and firecrackers are prohibited in districts (cities) and counties outside the central city shall be designated by the district (city) and county people's governments.
If it is necessary to hold a fireworks party or other large-scale fireworks display activities to hold major celebrations in this Municipality, it shall be decided and announced by the Municipal People's Government. Article 4 It is forbidden for any unit or individual to set off fireworks and firecrackers in the following areas or places outside the areas specified in the first and second paragraphs of Article 3 of these Provisions:
(1) State organs, people's organizations and institutions such as teaching and scientific research;
(2) Traffic hubs such as stations, subways, docks and airports and railway line safety protection zones;
(three) cultural relics protection units, drinking water source protection areas, key fire prevention areas such as mountains and forests, military facilities protection areas, enterprise production and business premises, material storage warehouses, and motor vehicle parking lots;
(four) add (distribution) oil (gas) stations and other places for the production and storage of flammable and explosive materials, oil (gas) pipelines, power transmission and transformation facilities and their surrounding areas of 200 meters;
(five) medical institutions, pension institutions, children's welfare homes, kindergartens, shopping malls, bazaars, cultural and entertainment places and other crowded places;
(six) other places where fireworks are prohibited by laws and regulations.
