1988 East China Architectural Design Institute, Shanghai Civil Architectural Design Institute and Design Institute of the Ministry of Radio, Film and Television participated in the design scheme competition. Three design institutes designed the 12 scheme, and after repeated collection and selection, they finally chose the "Oriental Pearl" scheme of East China Architectural Design Institute.

According to the geographical location and historical function of the tower, the designer used 15 round spheres with different sizes and staggered heights on the tower body and ground. The ball above is called a space capsule, with a diameter of 16m. It has four floors, including elevator room, conference hall and sightseeing floor. The space capsule is the highest point that can be reached for sightseeing. The middle sphere is 45 meters in diameter and has 9 layers. Equipped with KTV private rooms in the air, 400 revolving restaurants and a viewing platform for 600 people. The lower sphere is 50 meters in diameter and consists of 4 layers. It is equipped with some recreational facilities. The three vertical cylinders are connected by five beams and inlaid with five balls. Each ball is about 12m in diameter, and each ball is an air hotel with 20 superior rooms.
