Luo (1865 ~ 1926), male, Han nationality, was a scholar in the 19th year of Guangxu in Qing Dynasty (1893). In 21 years, he won the first place in the exam and became the champion of the Qing Dynasty. Born in Suoshuige, Yitong River, Jinzhong Town, Huize County, Yunnan Province, the original surname was Li. At the age of seven, he lost his mother, and his father and son lived alone. His father is not good at managing the family and has a hard life. When Luo Tenghuan (son), a native of Zizhou, Sichuan, came to Huize to do red and green paper business, Li's father adopted his son to the Luo couple. Soon, the Luo couple took their adopted son, renamed Luo, and returned to their hometown of Zizhou, Sichuan. Later, he moved to Sichuan Zizhong with his stepfather, grew up and studied in Zizhong, and won the first prize in 21 years (1895). He was appointed as a scholar in imperial academy and became the only scholar in Sichuan in the Qing Dynasty.
