Why doesn't Venezuela sell oil?

Venezuela doesn't sell lion's head, but it lacks a fatal weakness despite its large oil reserves: it is basically heavy oil or heavy oil, like asphalt, which is very viscous and difficult to mine, so Venezuela once handed this job to western countries. After Venezuela recovered these rights and interests, it took more than ten years to get back on track.
