It starts at the mouth of the Pingtang River at Xijin Reservoir in Hengxian County, then crosses the watershed south along the Shaping River, and enters the south of the Qinjiang River through Luwu Town in Lingshan County. Most of the canals will be reconstructed on the existing Shaping River and Qinjiang River, and 6.5 kilometers of river channels will be newly excavated mainly in the watershed.
