Why is Qinzhou in Guangxi called a ghost town?

Qinzhou, Guangxi, is called a ghost town because there are many new houses, few people live in it and the whole city is empty. Qinzhou, which belongs to Guangxi Zhuang Autonomous Region, is located in the south coast of Guangxi and the north bank of Beibu Gulf. It is connected with Beihai City and Yulin City in the east, Qinzhou Bay in the south, Fangchenggang City in the west and Nanning City in the north.

Qinzhou is a land and sea transportation hub in Guangxi Beibu Gulf Economic Zone, a convenient sea passage in the southwest of China, and a frontier city of China-ASEAN Free Trade Area. The total land area of the city is 10897 square kilometers, and the mainland coastline is 562.64 kilometers. Qinzhou, formerly known as Qinlian Special Zone, governs four genera of Qinlian in Guangdong Province (Qinzhou, Hepu, Fangcheng and Lingshan) and is a prefecture-level city under the jurisdiction of Guangxi Zhuang Autonomous Region.
