The original Gufeng Pagoda was built in the 35th year of Wanli in the Ming Dynasty (1607). It was originally named "Wenfeng Pagoda". It contrasts with Bijia City on the north bank and symbolizes Changde's outstanding people and prosperous cultural fortune. It was later destroyed by war and rebuilt twice: one in the eleventh year of Qianlong's reign in the Qing Dynasty (1746), and the other in the eighth year of Guangxu's reign (1882). Gufeng Tower was built during the Guangxu period, with a height of 16 meters and a bottom diameter of 3.5 meters. It has a masonry structure with seven levels and eight sides, and a Xumizuo. The pagoda is in the shape of a bowl, with a vase placed on top. The canopy is covered with green tiles, and there are arched doors on each side of the floor that may be opened or closed. There is a door to the south on the ground floor. The inside of the tower is as empty as a well and has no spiral staircase, but it can be climbed up to five floors. The pagoda is plain white in appearance and simple in shape. Demolished in 1969.

The Gufeng Tower is now rebuilt on the base of the original tower. The tower is 33 meters high, with a base diameter of seven meters, seven levels and eight sides. There are copper bells on the octagonal eaves around it. The breeze blows and the jingling sound is clear and sweet. ; There is a spiral staircase in the tower to the top.
