First, deeply understand the significance of promoting funeral reform

However, there are still some problems in some places, such as: the cremation rate of remains in cremation areas is not high, and the problems of indiscriminate burial and luxurious tombs are still outstanding, occupying a lot of cultivated land and forest land, wasting natural resources and destroying the ecological environment; The prevalence of backward funeral customs such as coffin burial, heavy burial and blind comparison has increased the burden on the masses and seriously hindered the development of social civilization in our province. A few party member, cadres and even some leading cadres lavished money on funerals, took the opportunity to collect money, and were keen on geomantic superstition, which damaged the image of the Party and the government and ruined the social atmosphere. These phenomena have seriously affected and restricted the process of funeral reform and development in our province, and need to be rectified urgently.
Party committees and governments at all levels should deeply understand the great significance of promoting funeral reform, unify their thoughts and actions with the decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government, fully implement the principles and policies of the funeral reform of the party and the state, closely combine the construction of grass-roots service-oriented party organizations, further improve policies and measures, and form a good situation of funeral reform with party member, cadres taking the lead, the broad masses participating and the whole society jointly promoting.
Two, party member, cadres should give full play to the leading role, and actively promote the reform of funeral.
(a) take the lead in civilized and frugal funeral. Party member and cadres should take the lead in civilized funeral service and simplify the funeral. When holding a farewell ceremony for the remains, we should strictly control the scale and strive to be frugal and simple. Family members, relatives and friends and their units should fully respect and support the wishes or demands of the deceased before his death, and keep the funeral simple. It is strictly forbidden for party member cadres, especially leading cadres, to waste money in funeral activities and take the opportunity to collect money.
(2) Take the lead in promoting cremation and ecological burial. In the cremation area, party member cadres must be cremated after death. In the cemetery, the ashes should be buried in a centralized way by the methods of ashes storage, tree burial, flower burial, lawn burial, tower burial and wall burial, and the ashes should not be buried in coffins. (3) Take the lead in civilized and low-carbon sacrifice. Party member cadres should change the traditional concept of sweeping sacrifices, pay homage to the dead in a civilized and low-carbon way, and take the lead in offering flowers, planting trees and afforesting, offering sacrifices from afar and reading classics. Actively participate in modern memorial activities such as community public sacrifices, collective sacrifices and online sacrifices, and lead the masses to gradually shift from paying attention to on-site physical sacrifices to paying attention to spiritual inheritance. Leading cadres at all levels should strengthen the restraint on the funeral activities of immediate family members and staff around them, actively do ideological guidance, remind, stop and correct bad tendencies and incipient problems early, and never allow illegal funeral behaviors to be left unchecked or even sheltered.
Third, promote the healthy and sustainable development of funeral reform as a whole
(1) Increase the construction of public funeral service facilities. Party committees and governments at all levels should formulate and improve the development plan for funeral undertakings, clarify the objectives and tasks of funeral reform, increase investment, incorporate rural public welfare cemeteries into the new rural construction plan, and give necessary policy guidance and financial support. Focus on improving basic funeral public service facilities such as funeral parlours and public welfare cemeteries, and gradually form a funeral public service network with reasonable layout, complete facilities, complete functions and convenient services to meet the basic funeral needs of society. Counties (cities, districts) not covered by funeral services should complete the funeral home construction planning and project establishment before the end of 20 15, and be completed and put into use before 2020. Funeral service facilities are insufficient or in disrepair, and should be built or renovated as soon as possible. Each township (town) has at least 1 rural public welfare cemetery. (2) Vigorously promote cremation. All regions should take cremation of remains as the focus of promoting funeral reform, and strive to gradually improve the cremation rate. According to the population, cultivated land, transportation and other conditions, according to the principle of seeking truth from facts, adapting measures to local conditions and implementing step by step, the cremation area will be scientifically delineated and adjusted, and the towns and surrounding areas, key tourist towns, industrial parks, areas with convenient transportation and areas with less cultivated land will be designated as cremation areas. The scope of the cremation area shall not be less than the existing scope and gradually expand. Areas with sparse population and inconvenient transportation that do not have cremation conditions can be temporarily designated as burial reform areas. Each state (city) will report to the cremation area for adjustment and approval before the end of 20 15. In the cremation area, unless otherwise stipulated by the state, cremation must be carried out, and the system of receiving funeral expenses and one-time pension with cremation certificate, grave certificate or ashes storage certificate shall be strictly implemented. Support and encourage voluntary cremation of remains in burial reform areas and burial in cemeteries.
(3) Improve the policy of benefiting the people through funeral and burial. In accordance with the principle of "ensuring basic, wide coverage and sustainability", all regions should further establish and improve the policy of benefiting the people in funeral and burial, and strive to cover all poor groups by 20 15. At the same time, with the development of economy and society, we will gradually provide more favorable and convenient basic funeral services to the society.
(4) Promote ecological funeral. Advocate civilized funeral and low-carbon sacrifice, and improve the enthusiasm of the masses to participate in ecological funeral. All regions should establish and improve the mechanism of funeral and burial for the benefit of the people, encourage and guide the broad masses of the people to adopt ecological land-saving burial methods such as tree burial, flower burial, lawn burial, wall burial, tower burial, ashes storage or burial area deep buried without leaving graves, and reduce the proportion of burial. Strengthen the supervision of cemeteries and strictly enforce the funeral law. Resolutely ban illegal cemeteries, correct the illegal construction of cemeteries, control indiscriminate burial, and severely crack down on the destruction of forest resources; Resolutely investigate and deal with illegal business activities of over-standard graves and public welfare cemeteries. We will carry out standardized, scientific and reasonable burial of remains in areas where burial reform has been carried out, and give praise or appropriate subsidies to those who conform to the direction or mode of government guidance, so as to effectively stop indiscriminate burial and uncivilized funeral behavior.
(five) to strengthen the supervision of funeral and burial and the construction of morals. All regions should proceed from improving the basic funeral service capacity and safeguarding people's funeral rights and interests, further standardize the funeral service market order, strengthen the construction and rectification of funeral morals, vigorously carry out the activities of establishing demonstration units for democratic appraisal morals construction, and continuously improve the overall quality and service level of the industry. Four, take effective measures to create a good environment to promote the reform of funeral.
(1) Strengthen organizational leadership. The supervisory department shall severely investigate and punish state public officials who violate the funeral management regulations according to law, and give disciplinary sanctions to the parties according to the circumstances. The administrative department of ethnic and religious affairs shall do a good job in the funeral management of ethnic minority personnel and religious sites according to law, and guide ethnic minorities to promote funeral reform.
Civil affairs departments should take the initiative to play a leading role, actively coordinate relevant departments, improve the planning of funeral facilities, strengthen the supply of funeral services, guarantee basic funeral services, standardize the funeral service market, and strengthen the management of funeral behavior and funeral activities. Human resources and social security departments should vigorously support the identification and training of funeral vocational skills, and pay funeral expenses and one-time pensions in strict accordance with the provisions of the Regulations on the Administration of Funeral in Yunnan Province. Land resources and forestry departments should strengthen the planning and management of funeral land, and give priority to meeting the needs of funeral land for those who meet the conditions of land use; Stop and investigate and deal with illegal occupation of cultivated land or forest land to build graves, illegal sale of land to build graves and other acts according to law. The urban management department shall, in accordance with the relevant provisions, punish the funeral, sacrifice and other acts that affect the city appearance and environmental sanitation. Health and family planning departments should strengthen the management of hospital morgues, cooperate with funeral management departments to do a good job in the management and transportation of corpses, and put an end to the dumping of corpses in morgues into society; Strengthen the registration of population deaths and issue medical certificates of death according to regulations. The industrial and commercial departments should strengthen the supervision of the funeral service market, resolutely ban the unlicensed production and sale of funeral supplies and funeral services, and collect and destroy illegal funeral supplies. The people's court shall enforce the illegal funeral behavior such as putting the remains or ashes into coffins according to law. Other relevant departments should, in accordance with their duties, carry out their duties and cooperate closely to form a joint force to promote funeral reform.
(3) Strengthen publicity and guidance. All regions should give full play to the role of radio, television, newspapers, Internet and other media, face the grassroots and the masses, widely publicize the importance and urgency of promoting funeral reform, publicize funeral laws and policies, and publicize the concept of civilized and thrifty funeral, especially vigorously publicize the advanced models of party member, cadres taking the lead in civilized and thrifty funeral, cremation, ecological funeral and civilized and low-carbon sacrifice to promote funeral reform, and create a good social environment conducive to funeral reform. Party organizations at all levels should fulfill their responsibilities of education, management and supervision over the funeral of party member and cadres. The funeral activities of leading cadres should be carried out in accordance with the Interim Provisions on Standardizing Leading Cadres' Handling of Weddings, Funerals and Festivals issued by the Provincial Commission for Discipline Inspection and the Provincial Supervision Department.
