However, the focus of the Song Dynasty gradually shifted to the south, and Chang 'an, its capital, could not effectively control the south, and Chang 'an was not suitable to be the capital.

Second, the river silted up, and Luoyang also declined.

Luoyang was originally located in Chang 'an, Guanzhong Plain, and extended eastward as a hub. The dynasty with its capital Chang 'an also needed to manage Luoyang well in order to control the Central Plains and Shandong. When Chang 'an fell, Luoyang could not be saved.

In the Song Dynasty, the shipping conditions in Luoyang could not be compared with the capital of song dynasty. Luoyang had no advantage, but to restore its advantage, it needs a lot of manpower, material resources and financial resources, and the cost is incalculable.
