Many places in the north are rich in mineral resources, and some places have been exploited, resulting in desertification. Where there is no exploitation, the government has issued explicit provisions to leave these resources to the next generation, rather than over-exploitation leading to serious desertification. The materials mined are much faster than those recovered.

The southern region has a warm climate, so it has a large population. The human resources here are abundant and the cost is reduced. If the northern region is rich in mineral resources, the labor cost will also increase. Therefore, it is more suitable for mining in areas with low human resources.
The country is concentrated in the south, which is convenient for external transportation.
In warm areas, the traffic is more developed, there are more people living, and it is more suitable for life. Therefore, it is more suitable for industry in densely populated areas and areas with developed transportation. In the case of similar mineral resources between the north and the south, Siberian people prefer the south.
The southern region has convenient transportation.
There are many mountains in Siberia, so it is more difficult to build mountain roads. But in front of the Siberian people, the difficulties are trivial. They can overcome all difficulties and repair the road. This is also the national temperament of living in cold areas.
After the successful construction of trans-siberian railway, the mineral resources in the southern mountainous areas can be transported out, thus strengthening the domestic resource supply. Because it is also close to China, it can provide a good exchange of needed goods and facilitate the country to enjoy resources.
Now every country has undeveloped resources. Of course, it would be better if we can leave more mineral resources to future generations, because after all, we are human beings and need to be handed down from generation to generation, rather than simply mining, and we can be self-sufficient.
