Why can't I buy a penthouse no matter how cheap it is?

Every floor may leak water, especially upstairs. Does the noise of people walking, mopping the floor and fighting upstairs affect your rest? Someone pees on your head every day and doesn't want to. You can't pass the psychological barrier if you think about it. The top floor can enjoy the treatment of being close to nature and feel like a "person". I've been living on the top floor, plus a big platform and an aerial villa.
