Article 11 Both parties agree that all bureaucratic capital enterprises (including banks, factories, mines, ships, companies, shops, etc.). ) and the property acquired or occupied by relying on political privileges and strong influence during the reign of Nanjing National Government should not be nationalized.

Article 12 In areas where the People's Liberation Army has not yet arrived and taken over, the enterprises and property with bureaucratic capital mentioned in Article 11 shall be under the supervision of the Nanjing National Government, and shall not escape, destroy, transfer accounts or sell them secretly. Those who have moved should be ordered to stay where they are, not to move, or to flee abroad or to destroy them. Article 13 Bureaucratic capital enterprises and property referred to in Article 11 shall be confiscated by the local military control commission or institutions designated by the democratic coalition government in areas where the People's Liberation Army has arrived and taken over. If it is proved that private shares have not been secretly transferred by bureaucratic capital, it should be recognized and allowed to remain or withdraw their shares.

Article 14 Any bureaucratic capital that belonged to small enterprises before or during the reign of Nanjing National Government and was harmless to the national economy and people's livelihood shall not be confiscated. However, the enterprises and property of some of them should still be confiscated, because their criminal acts, such as heinous reactionaries, were reported by the people and confirmed by examination.

Fifteenth in the cities where the People's Liberation Army has not yet arrived and taken over, the provincial, municipal and county governments affiliated to the Nanjing National Government have the responsibility to protect the local people's democratic forces and their activities, and shall not suppress or destroy them.

Article 17 In areas where the People's Liberation Army has not yet arrived and taken over, the local government under the Nanjing National Government shall be responsible for protecting the organizations and activities of the peasant masses and shall not suppress or destroy them.

Article 18 Both sides agree that all diplomatic treaties, agreements and other public or secret diplomatic documents and archives concluded during the reign of Nanjing National Government shall be handed over by Nanjing National Government to the democratic coalition government for examination. Among them, those that are unfavorable to our people and country, especially those that betray the rights of the state, should be abolished, revised or rewritten according to the situation.

Article 8

Article 19 Both sides agreed that after the signing of the domestic peace agreement and before the establishment of the democratic coalition government, the Nanjing National Government and its affiliated institutes, ministries, associations and other institutions should temporarily exercise their functions and powers, but they must consult with the People's Revolutionary Military Commission of China and assist the People's Liberation Army in handling the handover matters. After the establishment of the democratic coalition government, the Nanjing National Government handed over to the democratic coalition government and declared its own end.

Article 20 When the Nanjing National Government and its local governments at all levels hand over to their subordinate organs, the People's Liberation Army, the local people's government and the China Democratic Coalition Government must pay attention to absorbing all patriots and useful talents, educate them in democracy, and enable them to hold appropriate posts to avoid wastage.

Article 21 Before the arrival and reception of the People's Liberation Army, the Nanjing National Government and its provincial, municipal and county local governments shall be responsible for maintaining local social order, keeping and protecting all government agencies, state-owned enterprises (including banks, factories, mines, railways, posts and telecommunications, airplanes, ships, companies, warehouses and all transportation equipment) and all kinds of movable and immovable property belonging to the state, and shall not be damaged, lost, moved, hidden or concealed. Books and archives, antiques and treasures, gold and silver banknotes and all industrial assets that have been moved or hidden shall be frozen and accepted immediately.
