Xiahe Pagoda was originally named Fotou Stone Pagoda. Because it faces Xiahe Village across a good stream, it is also called Xiahe Tower. The building was built in the 13th year of Wanli in the Ming Dynasty (1585). The tower is an octagonal nine-level pavilion-style brick tower, with mountains and water at its back. The tower is built on a rock. The bottom is granite masonry. The ticket door is opened in the northwest of the ground floor, and the corner column, forehead and flat plate are hidden in the tower. Waist eaves arched a bucket of three liters, and corners were saved one by one. On them, water chestnut tooth bricks and flat bricks are alternately stacked, and the eaves are inclined. Above the second floor, doors or fake doors are alternately arranged on all sides. Tasha Iron consists of a cover bowl, a treasure bead, an exposed plate, a triple wheel, a treasure cover and a gourd-shaped treasure top. There are roads in the tower, which can reach the seventh floor.

Xiahe Tower is the only existing brick tower with a pavilion-style building structure in Lishui City. It is a landmark ancient building in Lishui and an important symbol of the positioning of the ancient city of Lishui. In the 16th year of Daoguang Qing Dynasty (1836), the Fotouyan Pagoda in Lishui Zhi said, "There are pagodas in Cangshan Mountain, which originated from Mr. Yu in my hometown, and the doctors in the county wanted ..." It can be seen that the purpose of building Xiahe Pagoda is to enrich the humanities and produce more talents. On March 16, 2005, the pagoda was announced as the fifth batch of cultural relics protection units in Zhejiang Province.
