Coal is the basic energy and important raw materials in China, and the coal industry is an important basic industry related to the lifeline of the national economy and energy security. In order to guide coal enterprises to deepen reform and innovation, deepen supply-side structural reform, promote safe and efficient green mining and clean, efficient and low-carbon utilization of coal, build a modern coal economic system, promote the high-quality development of coal industry, and realize the requirements of promoting the sustained and healthy development of coal economy, Chifeng Natural Resources Bureau organized technical units to compile the Special Plan for Coal Resources in Chifeng City (hereinafter referred to as the Plan). I. Compilation background
The Ministry of Natural Resources issued the Notice on Comprehensive Development Planning of Mineral Resources (Natural Resources Development No.43); Office of Chifeng Municipal People's Government "Notice on Printing and Distributing the Work Plan of the Tenth Five-Year Plan" (No.CHI Zheng Ban Fa 16), Chifeng Municipal Bureau of Natural Resources organized and compiled the overall plan of mineral resources in Chifeng City. As an important energy mineral in Chifeng City, coal resources decided to take this plan as the theme of the overall planning of mineral resources in Chifeng City.
Second, the planning objectives
By 2025, the mining layout of coal resources in the city will be reasonable, and the development, utilization and protection will be coordinated and unified. The development and utilization are mainly concentrated in Fengshuigou and Heping Village, yuanbaoshan district, with Shaoguan as the remote scenic spot, so as to improve the degree of resource intensification, stabilize the scale and safe production, and improve the regional coal supply capacity.
By 2025, by optimizing the industrial layout, eliminating backward production capacity and increasing advanced production capacity, the coal output will be stable at around 24.3 million tons/year. The coal production structure has been optimized, and the coal mining area has remained at around 13. Coal production and development are further concentrated in large coal bases, and industrial concentration is further improved. The mechanization of coal mining and comprehensive utilization have been further improved, with mechanization reaching 90%, tunneling mechanization reaching over 75% and recovery rate reaching 85%. The utilization rate and standard discharge rate of coal gangue and mine water reach 100%. Actively promote the green development of coal mines, achieve high-quality development, further improve the contribution rate of scientific and technological innovation to the development of the industry, make new progress in informatization and intelligent construction, and build a number of advanced and efficient smart coal mines.
Deepen the reform of the coal industry and implement the overall requirements for high-quality development. Promote the structural adjustment of coal products, promote the synergy between production and marketing, and promote the transformation of development mode from quantity and speed to quality and efficiency. Establish and improve the prevention and control mechanism and information supervision platform of occupational diseases in coal mines to promote the prosperity and development of coal culture.

According to the present situation of coal resources exploration, development, utilization and protection, industrial structure, comprehensive utilization of resources, green mining development and mine geological environment protection in Chifeng City, the guiding ideology, basic principles, planning objectives, main indicators and main tasks of the overall planning are defined, and it is proposed to optimize the layout of coal production and development, improve the level of coal saving and comprehensive utilization, realize the green development of coal industry, strengthen the restoration of coal mine ecological environment, deepen the reform of coal industry and realize high-quality development in detail.
1. Optimize the mining layout of coal resources in the whole city. Implement the "Pingzhuang National Planning Mining Area" designated by yuanbaoshan district in the overall planning of mineral resources of the state and the autonomous region; Centralized zoning of coal mining industry with large coal resources reserves, good mining conditions and foundation for development and utilization is a key mining area to realize unified planning and management.
2. Actively promote the new technologies and methods encouraged in the Catalogue of Technologies for Encouraging, Restricting and Eliminating the Conservation and Comprehensive Utilization of Mineral Resources. Specific measures are put forward to strengthen the comprehensive utilization of coal gangue, improve the utilization level of mine water treatment, promote the scientific and technological innovation and development of comprehensive utilization of coal, and promote the clean and efficient utilization of coal.
3. Actively promote the green development of the coal industry. Distinguish between new mines and production mines, strengthen coal science and technology innovation, and improve the supervision and management and policy guarantee system of green mine construction in coal mines. To improve the ability of safety guarantee, we should put forward corresponding requirements from the aspects of perfecting the long-term mechanism of safety production, deepening the prevention and control of coal mine disasters and strengthening occupational health monitoring.
4. Strengthen the ecological environment restoration of coal mines. Relevant regulations have been made clear on the geological environment problems of mines such as new construction and production, and requirements have been put forward for geological environment protection and land reclamation, so as to improve the mine ecological environment and realize the coordinated development of resource development and ecological environment protection.
5. Deepen the reform of mineral resources management, give play to the advantages of 5G, big data, information technology and intelligent technology, and promote the construction of big data platform and coal intelligent logistics system in the coal industry. Adhere to people-oriented, enrich the connotation of coal culture, strengthen coal mine safety and occupational health, and promote the prosperity and development of coal culture.
