With the deepening of China's reform and opening up and the expansion of cultural exchanges with foreign countries, the exhibition of cultural relics abroad (territory) is showing an increasingly prosperous situation. But it also increases the possibility of damage to cultural relics and poses a potential threat to the safety of cultural relics. In this regard, according to the opinions of local cultural relics departments and relevant experts, National Cultural Heritage Administration has identified the first batch of 64 important cultural relics (groups) that are prohibited from going abroad for exhibitions.
The publication of this catalogue is based on Article 49 of Chapter VI of the Regulations for the Implementation of the Law on the Protection of Cultural Relics in People's Republic of China (PRC), namely, "It is forbidden to exhibit orphans and fragile articles in the first-class cultural relics abroad. The catalogue of cultural relics prohibited from leaving the country shall be published regularly by the administrative department of cultural relics of the State Council. Cultural relics that have not been officially exhibited in China are not allowed to leave the country for exhibitions. In order to strengthen the management of overseas exhibitions of precious cultural relics in China and ensure the safety of cultural relics, in 2002, our bureau announced the first batch of 64 groups of first-class cultural relics prohibited from leaving the country. With the expansion of cultural exchanges with foreign countries, more and more cultural relics are exhibited abroad, which increases the possibility of damage to cultural relics to a certain extent and poses a potential threat to the safety of cultural relics. In order to adapt to the new situation and new requirements of cultural relics exhibition abroad, and effectively ensure the safety of rare cultural relics, especially the orphans and vulnerable products in the first-class cultural relics, our bureau now issues the Catalogue of the Second Batch of Cultural Relics (Paintings and Calligraphy) Prohibited from Exhibition Abroad, of which 37 (group) first-class cultural relics are prohibited from exhibiting abroad from now on.
