The Twelfth Five-Year Plan for Urban Housing Security in Changzhou

According to the goal of "having a place to live" put forward by the 17th National Congress of the Communist Party of China and the requirements of "low-rent housing for low-income families, affordable housing for low-income families and affordable housing for new employees" put forward by the provincial party committee and government, this plan is formulated around the overall deployment of the 12th Five-Year Plan for national economic and social development in Changzhou, in order to further improve the housing security level of urban residents in our city, expand the coverage of housing security, and effectively solve the housing difficulties of urban lower-middle-income families. During the "Eleventh Five-Year Plan" period, our city has always adhered to the concept of putting people first and giving priority to people's livelihood, and actively explored and innovated in the work of housing and people's livelihood. The "Changzhou Model" of housing security is well-known throughout the country. By the end of the 11th Five-Year Plan, nearly 20,000 families with housing difficulties in cities and towns had enjoyed the corresponding housing security, of which more than 7,200 families had enjoyed the low-rent housing security, nearly 65,438+2,000 families had enjoyed the affordable housing security, and more than 400 families had enjoyed the public rental housing security, and the low-rent housing security and affordable housing security were fully guaranteed.

(1) has achieved full coverage of housing security. In 2007, our city took the lead in promulgating and implementing the Five-year Plan for Urban Housing Security in Changzhou (2007-20 1 1). According to the guiding ideology of "full coverage of artificial targets and full implementation of layered security", three types of security methods, namely low-rent housing, affordable housing and public rental housing, were established, which reduced the per capita disposable income of cities and towns by 80%.

(two) the implementation of affordable housing subsidies monetization. In 2009, the city fully implemented the monetization subsidy policy for affordable housing, changing "patching bricks" into "patching people's heads", and subsidizing 80,000 yuan for families who meet the conditions of affordable housing. Applicants can freely purchase a set of ordinary commodity housing in all buildings in the city according to different needs. The monetization subsidy policy for affordable housing has fully played the fundamental role of the market in resource allocation, greatly improved the security efficiency, satisfied the people's desire for proper and decent housing, realized the organic combination of housing market and housing security, and achieved the win-win policy effect of "benefiting the people, winning the hearts of the people and developing the industry".

(3) The investment and financing platform for housing security has been established. In 2009, Changzhou Gongx Housing Construction Investment and Development Co., Ltd. was established on the basis of raising housing security funds through such channels as "one fiscal budget, one land transfer income and one accumulation fund value-added income", taking this company as the investment and financing platform for housing security, and quickly solved the funding problem of housing security through land management and market financing. The registered capital of the company is 65.438+0 billion yuan, 3,000 mu of land resources are injected, and more than 4 billion yuan is raised, which ensures a large amount of capital investment needed for housing security work.

(D) The model of raising affordable housing has been established. During the "Eleventh Five-Year Plan" period, the city accelerated the construction and raising progress of affordable housing through a six-pronged approach of "centralized new construction, decentralized distribution, directional agency construction, bulk purchase, sporadic purchase and park self-construction", and built and purchased nearly 9,000 sets of low-rent housing and public rental housing in urban areas, and built more than 6,543,800 sets of new citizen apartments in various industrial parks and factory clusters for migrant workers to live in. The "Twelfth Five-Year Plan" period is a crucial period for our province to realize a well-off society in an all-round way and move towards basic modernization, and it is also an important period for our city to promote economic transformation and upgrading and take the lead in basically realizing modernization. In this period, there is still a long way to go to fully realize the goal of "living and living" in our city and let the people enjoy the fruits of scientific development.

(1) The demand for housing security is still urgent. During the "Eleventh Five-Year Plan" period, although the city has achieved full coverage of housing security for low-income families, it is still at a low level of housing security. First, although all low-rent housing families have been insured, the situation that there are many rent-subsidized households and few tenants in kind, and the rent-subsidized families have no fixed place has not been fundamentally changed. Second, with the rise of urban housing prices, the housing difficulties of the "sandwich class" people who are not included in the original housing security system but can't afford commercial housing in our city are more prominent. They are mainly middle-income families in cities, especially many newly-married young workers' families and "new Changzhou people" families with non-local household registration but long-term work and entrepreneurship. They are the backbone of social production and urban construction in our city. However, due to insufficient accumulation, it is difficult to buy commercial housing, and marriage and children are in urgent need of suitable housing. Therefore, their demand for family housing is very urgent. I hope the government can give them housing security support. Third, with the rising rent in the housing rental market, the rent expenditure burden of some new employees and migrant workers is beyond a reasonable range, which makes it difficult to stay in stages. I also hope that the government can provide better accommodation conditions and reduce their living burden.

(2) Housing poverty still exists. With the rapid development of the real estate market, the housing conditions of residents in our city have been greatly improved on the whole, but the housing poverty of residents in old residential areas still exists. First, the living safety of old houses has become increasingly prominent. In recent years, the living safety problems of dilapidated houses such as large board houses, silicate houses and incomplete houses in the central city of our city have aroused widespread concern in society, and the people's desire for overall transformation is very urgent. Second, the environmental features of old residential areas need to be further improved. In recent years, most of the old residential areas in our city have been comprehensively improved in their basic functions, but there is still a big contrast between the new and old residential areas in their environmental features and overall image, and there is a high demand from all walks of life for further improving the overall environment of the old residential areas.

(3) The supporting management mechanism of housing security needs to be improved. With the comprehensive promotion of housing security, the supporting management system also needs to be improved. First, the access, exit and daily management of housing security need to be improved. In particular, it is necessary to further improve the management and safeguard the fairness and justice of housing security on issues such as substantive audit of family income level, gradual withdrawal of families that do not meet the security conditions, and proper handling of violations of security objects. Second, the construction and management of housing security need to be improved. In particular, the implementation of land policy and distribution policy for housing security and the sustainable development of investment and financing for housing security construction need further exploration. Third, the housing security management system needs to be improved. Mainly the responsibilities of cities, municipalities directly under the central government, relevant departments, streets and towns in promoting housing security work need to be further clarified. (2) Basic principles

1. People-oriented, all insurance must be guaranteed. It is necessary to take solving the real housing difficulties of the masses as the starting point and the end result, fully understand the actual needs of the masses for housing security, further design and improve the security methods according to the actual needs of housing security, and cover the housing security system to more people with housing difficulties, so that more people can enjoy appropriate and decent housing security.

2. Government-led, market operation. Further clarify and fulfill the important responsibilities of governments and departments at all levels in housing security work, take government capital investment and policy support as the leading factor, make full use of social resources, effectively use market mechanisms, give play to the basic role of the market in resource allocation, give play to the enthusiasm of all participants in housing security, and adhere to the organic combination of government and market.

3. Advance in an orderly manner to achieve sustainable development. Under the guidance of Scientific Outlook on Development, on the basis of formulating the housing security plan, we will establish and improve the stable and long-term housing security investment and working mechanism, earnestly safeguard the openness, fairness and justice of the housing security policy, take the forecasting indicators as the starting point and the security as the goal, do our best, do what we can, make overall plans and advance step by step, and ensure the sustainable development of the housing security cause.

4. Pragmatic and efficient, pioneering and innovative. In order to pursue the actual effect of housing security work, we should constantly sum up and study the experience and lessons in the work, seek truth from facts and strive for high efficiency. We should be brave in exploration, practice and breakthrough in our work, always adhere to system innovation, management innovation and work innovation, overcome various difficulties and challenges encountered in the development of housing security, and effectively ensure the efficiency and effectiveness of housing security work. On the basis of full coverage of housing security for low-income families with housing difficulties, relax income conditions, lower the security threshold, and comprehensively solve the housing difficulties of urban low-income families; By conditionally liberalizing the household registration restrictions, efforts will be made to solve the housing difficulties of "new Changzhou people" families, new employees and migrant workers in our city. On the basis of low-rent housing security and affordable housing security, we will focus on promoting the construction and security of public rental housing; At the same time, we will further increase the proportion of low-rent housing in kind, increase the supply of price-limited commercial housing, and actively carry out the renovation of dilapidated houses in urban villages and the renovation and upgrading of old communities.

(2) Work objectives

In about 3-5 years, the two types of families with housing difficulties will be fully guaranteed, and efforts will be made to solve the housing difficulties of the two groups and strive to complete the "two-way project".

1. Two "insurable"

(1) urban low-income families without housing should be guaranteed to apply for low-rent housing in kind;

(2) Urban middle-income families with housing difficulties should apply for affordable housing security or public rental housing security.

2. Two "efforts to solve"

(1) focus on solving the housing difficulties of "new Changzhou people" families in urban areas;

(2) Efforts should be made to solve the housing difficulties of newly employed people and migrant workers in cities and towns.

3. "Two One Projects"

(1) "First Renovation Project": Complete the renovation project of dilapidated houses in urban villages with outstanding problems of about 2 million square meters;

⑵ "One Upgrade" project: complete the renovation and upgrading project of about 2 million square meters of key old residential areas in the urban area. (A) the security object

Low-income families with housing difficulties: families with urban household registration (including collective household registration) in Changzhou urban area, living for more than three years, with per capita housing construction area less than (inclusive) 18 square meter and per capita disposable income less than 50% of per capita disposable income of urban residents.

2. Low-income families with housing difficulties: families with urban household registration (including collective household registration) in Changzhou urban area, who have actually lived for more than three years, whose per capita housing construction area is less than (including) 18 square meter, and whose per capita disposable income is lower than (including) the per capita disposable income of urban residents in this city. Among them, if the total family income is lower than the average level of a family of three in this city, the family income conditions of less than three people can be applied.

3. "New Changzhou people" families with housing difficulties: families with Changzhou urban household registration, living in Changzhou and signing a formal labor contract in Changzhou, paying personal income tax or social insurance in Changzhou for more than three years, having no house in Changzhou, or having a house in Changzhou, but the per capita housing construction area is below 18 square meter (inclusive) and the per capita disposable income of the family is below the per capita disposable income of urban residents (inclusive). Among them, if the total family income is lower than the average level of a family of three in this city, the family income conditions of less than three people can be applied.

4. New employees: employees who have graduated from colleges and universities for less than 5 years and are working in this city.

5. Migrant workers: workers from rural areas who work in this city.

Families without housing can apply for family-style public rental housing, implement total control, and wait for supply by lottery.

2.2011-2015, achieving two "key solutions" goals. By 20 15, efforts will be made to solve the housing difficulties of 5,000 "new Changzhou people" families, and to solve the housing difficulties of 20,000 newly employed people in cities and towns and about/kloc-0.3 million migrant workers.

3.2011-2015, the "two in one" project was completed. According to the needs and priority of urban development, by 20 14, the renovation and upgrading project of key old residential areas with an urban area of about 2 million square meters will be completed. According to the requirements of "government-led, districts and counties as the mainstay", the pilot project will be started in 20 1 1 year, and by 20 15, the renovation of dilapidated houses and villages in the city will be completed by about 2 million square meters.

Standardize the housing rental market, encourage social idle housing rental, and increase the supply of housing rental market. Encourage units to provide housing rental subsidies to employees and support employees to solve accommodation problems through the housing rental market.

(3) Expand the coverage of the housing provident fund system. Further promote the basic coverage of the housing provident fund system to non-public enterprises, migrant workers and labor dispatch personnel. Support employees to withdraw personal housing provident fund to pay low-rent housing, public rental housing and market rental housing rent.

(4) Increase the supply of price-limited commercial housing. Further promote the "price-limited competitive land price" land transfer method, increase the supply of price-limited commercial housing, and ensure the family's living needs for housing expropriation due to public interests. Among them, the housing with property right exchange in the old city reconstruction project should be the price-limited commercial housing in the reconstruction area or nearby area.

(five) strict implementation of housing security land policy and construction policy. Incorporate the construction of affordable housing into urban planning. According to the construction plan of affordable housing and the annual objectives and tasks, the indicators of affordable housing land use and related agricultural land conversion indicators are listed separately to ensure that the construction tasks are implemented in specific plots. Strictly implement the policy that the land for affordable housing, dilapidated houses, urban village reconstruction housing and small and medium-sized ordinary commodity housing should not be less than 70% of the total housing land supply. All jurisdictions (including Wujin District and Xinbei District) must strictly implement the requirements of decentralized construction of low-rent housing and public * * * rental housing according to 3% of the total residential construction area in real estate development projects with residential (residential) land in urban areas. With the construction of affordable housing or housing with different construction indicators, the demolition funds are earmarked for housing security.

(six) improve the investment and financing capacity of housing security. Inject high-quality land resources into the housing security investment and financing platform, implement the injected land resources into the city's overall land use planning, annual land transfer plan and annual housing construction plan, implement corresponding agricultural land conversion indicators, and effectively improve investment and financing capabilities. Establish a multi-channel housing security fund raising and repayment mechanism, further implement financial channels such as financial budget allocation, net income extraction from land transfer, value-added income from housing accumulation fund and land resources development income for housing security, relocation of low-rent housing and public rental housing, share of value-added income from listing of affordable housing and return of monetary subsidies, establish stable cash flow, reduce financial costs, and improve the credit rating of investment and financing platforms.

(seven) to increase the intensity of urban dilapidated houses and urban villages. Introduce management measures for the transformation of villages in cities, formulate five-year plans for the transformation of villages in cities and districts, and set up villages in cities transformation offices. Implement the transformation mode of government-led, area-oriented, market operation, piece-by-piece transformation and assessment and reward, clarify preferential policies and supporting resources, clarify the responsibilities of relevant departments in the transformation of dilapidated houses in urban villages, and increase business guidance and assessment and reward.

(eight) to encourage all sectors of society to participate in the construction of affordable housing. Encourage social forces such as urban areas, development zones and employment enterprises under their jurisdiction to build public rental housing for new employees and migrant workers in industrial parks and factory clusters. Encourage all kinds of market players to invest in the construction of low-rent housing, public rental housing and other affordable housing, participate in the renovation of dilapidated houses in urban villages, and enjoy the same preferential policies for the construction of affordable housing.

(nine) establish and improve the housing security system and working mechanism. The municipal housing security department is responsible for the housing security work of low-income families with housing difficulties, middle-income families with housing difficulties and "new Changzhou people" families with housing difficulties in the central city, for the renovation and upgrading of old residential areas in the central city, as well as the policy formulation, business guidance, assessment and reward for the renovation of dilapidated houses and villages in the city, and the construction of public rental housing for new employees and migrant workers. Municipal Development and Reform Commission, finance, land, construction, planning, human resources and social security, civil affairs, statistics, Federation of trade unions, comprehensive management office, public security, price, taxation, housing provident fund center, finance and other departments shall, according to their respective responsibilities, do a good job in housing security.

Tianning, Paris, Qishuyan District People's Government is specifically responsible for the housing security work of new employees and migrant workers within its jurisdiction, responsible for the renovation of dilapidated houses in urban villages within its jurisdiction, and cooperate with the municipal housing security department to do a good job in the housing security work of low-income families with housing difficulties in the central city, middle-income families with housing difficulties and "new Changzhou people" families with housing difficulties, and cooperate with the renovation of old residential areas; The people's governments of Wujin District and Xinbei District are fully responsible for the housing security work within their respective administrative areas. Municipalities, district governments, streets, towns and villages must define special housing security agencies and be responsible for the housing security work of the governments at the corresponding levels. The municipal government and the municipalities, district governments and relevant departments sign a letter of responsibility for housing security objectives every year, and conduct assessment and accountability for housing security work.
