Two, issued a notice of the establishment of the preparatory group. Community residents' committees shall, within five working days after receiving the written report, verify the materials and determine that they meet the conditions for the establishment of the owners' meeting, post an announcement in the name of the community residents' committees within the property management area, and send a notice to all owners to sign up for the preparatory group for the first owners' meeting (hereinafter referred to as the "preparatory group"). The registration time of the preparatory group is 5 working days.
The members of the preparatory group must be the owners of the property management area, and the development and construction units must also include those that still have property rights. The number of members of the preparatory group shall be an odd number of 5 or more.
The preparatory group shall carry out the preparatory work for the owners' meeting under the guidance and supervision of the Property Office of the Municipal Housing and Construction Bureau, the town community office and the community neighborhood committee.
If the preparatory group fails to carry out its work according to law, the Property Office of the Municipal Housing and Construction Bureau will not record the elected owners' committee.
Third, determine the members of the preparatory group. Within 3 working days after the registration deadline, the community neighborhood Committee will verify the identity of the owners of the applicants who participated in the preparatory group, and organize all the applicants to hold a meeting to determine the members of the preparatory group.
If the number of eligible applicants exceeds the predetermined number, the community neighborhood committee shall notify all applicants to be present, and determine the members of the preparatory group by random drawing or voting according to the proportion of different property types.
If the number of qualified applicants does not reach the predetermined number, the registration time will be extended and the owners will continue to be recruited (the extension period is 5 working days). After the extension period, if the number of people does not reach the predetermined number, the guidance will be suspended.
Four, the list of members of the preparatory group publicity. Community neighborhood committees publicize the list of members of the preparatory group in the property management area. The publicity period is 3 days.
Fifth, the first preparatory group meeting. Within 3 working days after the formal members of the preparatory group are confirmed, the Property Office of the Municipal Housing and Construction Bureau will hold the first preparatory group meeting in time with the town community office and community neighborhood committee to arrange and deploy the work. The preparatory group will elect a team leader to be responsible for the work of the preparatory group. 6. Make other preparations for the first owners' meeting.
Seven, the owners' committee candidates to register and solicit the "management statute (Draft)", "rules of procedure of the owners' congress" and "owners' committee members election method" amendments. In the name of the preparatory group, the registration notice of the candidates of the owners' Committee will be issued, and the candidate registration form will be issued. 8. Candidates for the Owner's Identity Verification Committee. If an owner objects to the qualification of a candidate, and there is evidence to prove that the candidate does not meet the requirements of the candidate, the preparatory group shall verify it under the supervision and guidance of the community neighborhood committee, and inform the objector of the verification and processing results in writing before the official announcement of the candidate list. Nine, printing ballots and ballot papers, making ballot boxes. The preparatory group shall print the ballot papers and the number of votes before the owners' meeting, register and print the ballot papers and the number of votes, make a registration form for distributing the ballot papers and the number of votes, and make ballot boxes according to the number of votes. The ballot box can only have one voting entrance, and the voting entrance shall not exceed 2cm×5cm, and the door of the box shall be sealed.

The preparatory group should organize personnel (candidates should avoid) to verify the identity of the owner, sign the ballot or vote, register and so on at the voting point. 3. Count the votes.
