The "Notice" clarifies that the real estate development enterprises will entrust the municipal notary office to determine the order of housing selection and clarify the number of housing selection in each batch for the newly listed commercial housing projects with limited price plots and the newly listed (excluding sold) commercial housing projects with registered intention to purchase houses greater than the number of approved sales units in the current period. For the newly listed commercial residential projects with non-price-limited plots, if the number of registered purchase intentions is less than the number of approved sales in the current period, the real estate development enterprises shall independently sell them in accordance with the relevant provisions on commercial residential sales.
According to the new regulations, real estate development enterprises should make a sales plan according to the principle of giving priority to the purchase demand of the first suite of "families without houses" in Jinhua city, and provide no less than 50% of the houses for the "families without houses" in Jinhua city to purchase.
With regard to the identification of "families without housing", Jinhua City requires that families who have no housing holding and trading records on the state-owned land in Jinhua City in the past two years and meet one of the following conditions can subscribe for 1 set of commercial housing first according to the requirements of this notice: 1. I or my spouse has a household registration in Jinhua City; 2. I or my spouse have paid social insurance for 24 months or more in Jinhua City in the past three years; 3. I or my spouse belong to the high-level talents introduced by Jinhua City (A to E high-level talents determined according to the classification catalogue of high-level talents in provinces and cities; Full-time college graduates with bachelor degree or above; Obtain skilled personnel with advanced engineering skill level and above; Graduates of Gold University; The urgently needed talents and special talents identified by the Municipal Talent Office and the human resources and social security department).
The "Notice" clarifies that if real estate development enterprises assist or collude with buyers to defraud "families without houses" to buy houses, they will suspend the online signing of the project and order rectification; If the circumstances are serious, it shall be recorded in the credit records of real estate development enterprises and announced to the public; If the case constitutes a crime, it shall be handed over to judicial organs for handling. Construction departments should strengthen the guidance, supervision and inspection of real estate development enterprises.
However, if individuals who participate in the notarization lottery have fraudulent behavior, once verified, they shall not participate in the notarization lottery of new commercial residential projects in Jinhua City within two years; If the case constitutes a crime, it shall be handed over to judicial organs for handling.
Chen Xiao, an analyst at Zhuge Housing Search Data Research Center, pointed out that Jinhua City has made it clear that three types of "families without housing" can subscribe for 1 set of commercial housing in priority, and also proposed to provide no less than 50% of the housing for "families without housing" in Jinhua City, giving priority to meeting the needs of families without housing to introduce talents for the first suite, which reflects the policy tendency of giving priority to ensuring just-needed and talented housing, further promoting the balance between supply and demand in the market and alleviating the pressure on some people to buy houses due to housing shortage. Secondly, the Notice puts a lot of emphasis on the supervision of the public offering of notarization lottery, trying to make the market transactions transparent, which fully reflects Jinhua's great attention to the public offering of notarization lottery for newly-built commercial housing, while protecting the legitimate rights and interests of buyers, it also effectively cracked down on cheating the subscription qualifications of "families without houses" to a certain extent, and promoted the stable and healthy development of the market.
