Europe * * * 13 qualifying seats, 53 teams participated in the lottery, and were divided into 6 files according to the FIFA ranking in July. When drawing lots, 1 team is drawn from each file to form 1 group and a ***9 group, of which 8 groups have 6 teams and 1 group has only 5 teams. Each group will play the home and away double round robin (September 7th, 20 12 to June 5th, 20 13+00). The top nine teams advanced directly, and the top eight teams entered the play-offs in second place. Then, after drawing lots, there will be two rounds of home and away games (20 13 1 1.05 to 19), and the winning team will get the remaining four tickets.

Brazil, the host country, entered the finals directly, and nine other South American teams played home and away rounds in the same group. The top four directly advanced, and the fifth participated in the mainland play-offs.
African region
52 teams participated in the competition. The 24 teams with the lowest ranking first participated in the qualifiers and drew lots according to FIFA's ranking in July. After catching up with the home and away games, the winning team of 12 entered the second round with 28 teams who had a bye in the qualifying round, and then they were divided into 4 teams according to the ranking, and 10 drew lots in groups. After the group round robin, each group won the first place.
Central and North America and the Caribbean
After passing the 1 round of five teams and the teams ranked 7th to 25th in this continent, ***24 teams entered the second round of lottery and were divided into six groups, with the top 1 team in each group and the top 6 teams in this continent, and another *** 12 team entered the third round and was divided into three groups with the top 2 teams in each group.
Oceania
1 1 teams compete for 0.5 seats. The four teams from American Samoa, Cook Islands, Samoa and Tonga, which ranked lowest in FIFA, played the knockout first, and the winner entered the second round with seven other teams. Eight teams were divided into two groups, and four teams in the semi-final entered the third round. After the home and away round robin, the first place entered the intercontinental play-offs.
