Provisions of Hangzhou Municipality on the Regulation and Management of the Total Passenger Cars

According to the Regulations of Hangzhou Municipality on the Control of Passenger Cars (hereinafter referred to as the Regulations), Hangzhou implements the control of the total number of passenger cars, and the control indicators are allocated by lottery. At the same time, the "Regulations" clarify that some dispatched units and official vehicles do not participate in the lottery, and individuals or units can obtain additional indicators when purchasing new energy vehicles.

According to the Interim Measures for the Monitoring and Management of Vehicle Emission Pollutants in Zhejiang Province, the Detailed Rules for the Regulation and Control of Passenger Cars in Hangzhou and other relevant laws and regulations, the total management of passenger cars in Hangzhou adopts two ways: lottery and bidding. Among them, the lottery refers to the random selection according to the last digit of the license plate number, and the winner obtains the license plate index; Bidding is an auction, and the market price is released by the government. Bidders need to pay the license plate usage fee according to the price to obtain the license plate index. It should be noted that the license plate index is time-sensitive, and the applicant needs to purchase the vehicle and pay the vehicle purchase tax and other related expenses within the specified time to obtain the license plate.

Can the passenger car index in Hangzhou be transferred? According to the "Measures for the Administration of Motor Vehicle Indicators in Hangzhou", the indicators of passenger cars can be given or transferred for non-profit purposes at one time within the prescribed time limit, but not more than a certain proportion. The specific proportion can be consulted with relevant departments. In addition, the license plate number cannot be changed, and once the index is cancelled or expired, it needs to be handled again.

There are two ways to manage the indexes of passenger cars in Hangzhou, namely, lottery and bidding. Applicants need to purchase vehicles and pay vehicle purchase tax and other related expenses within the specified time before they can obtain the qualification for licensing. In addition, the passenger car indicators can be given or transferred at one time for non-profit purposes within the prescribed time limit, but the transfer ratio is limited, and the relevant departments need to be consulted for details.

Legal basis:

Article 9 of the Detailed Rules for the Implementation of the Regulation of the Total Passenger Cars in Hangzhou shall apply for the motor vehicle number plate and driving license at the vehicle management office where the motor vehicle is registered within the prescribed time limit, and pay the relevant fees. Those who fail to apply truthfully or pay the relevant fees within the time limit shall be deemed to have given up the qualification of this lottery automatically.
