Secondly, prepare the pre-tender estimate, bill of quantities and the highest bid price limit. The tendering agency can only prepare relevant documents if it is entrusted by the tenderer and has corresponding qualifications. Tendering agencies need to keep the pre-tender price strictly confidential.
Third, organize pre-qualification, reconnaissance, bid opening and bid evaluation. The tendering agency is responsible for organizing the process control, and has the right to organize, but not the right to review. The Bidding Law gives the bid evaluation right to the bid evaluation committee.
Finally, assist in calibration and contract signing. According to the law, the final right to bid and sign the contract belongs to the tenderer, and the tendering agency is only responsible for assisting in determining the winning bidder, issuing a bid-winning notice to the winning bidder and a bid-winning result notice to the unsuccessful bidder. A procuratorial agency may assist a tenderer in drafting a contract and participate in contract negotiation.
